Which authority assesses your occupation?

Australia does not run one central skills assessment. Each occupation on the skilled lists is assigned to a professional body, and that body sets its own evidence rules, processing time and fee. The table below covers the authorities UAE residents meet most often. The full mapping for every occupation is in the current Home Affairs legislative instrument for the visa subclass.

How the skills assessment fits into an Australian PR application

1. Confirm the occupation and the list. Check that your ANZSCO occupation is on the list your target visa uses: MLTSSL for subclass 189, MLTSSL or STSOL for 190, and MLTSSL, STSOL or ROL for 491. 2. Identify the authority and read its evidence rules first. Authorities differ on how many years of experience they deduct for a non-relevant degree, whether unpaid or part-time work counts, and what a reference letter must contain.
3. Assemble UAE employment evidence properly. Employer reference letters on company letterhead, signed by HR or a manager, stating position title, start and end dates, hours per week, and duties in enough detail to match the ANZSCO tasks. Add labour contracts, visa pages and salary evidence where the authority asks for corroboration.
4. Lodge online and respond to requests quickly. Most authorities let you upload documents and track progress in a portal. A request for further information restarts the clock, so check each file against the authority’s checklist before you submit.
5. Use the outcome in SkillSelect. The letter states the ANZSCO code assessed and the date. Enter both in your Expression of Interest; you can then use our Australia points calculator to confirm you reach the 65-point floor.

What goes wrong for applicants in the UAE

The assessment itself is the same wherever you live, but three UAE-specific problems come up repeatedly in the files we review.

1. Reference letters that describe a title, not the work

Many Gulf employers issue a short experience certificate with a job title and dates. Assessing authorities match your duties to the ANZSCO task list, so a certificate that says “Senior Engineer, 2019 to 2024” and nothing else does not prove the occupation. Ask HR for a duties statement, or provide a statutory declaration from a supervisor together with contracts and payslips where the authority allows it.

2. Job titles that do not map to ANZSCO

Titles such as “Executive”, “Officer” or “Specialist” are common in UAE organisations and mean different things in different companies. The authority assesses what you did, so the nominated code must reflect the day-to-day tasks. Nominating a code that sounds more senior than the evidence supports is a common reason for a negative or partial outcome.

3. Document formalities

Qualifications issued outside the UAE may need attestation, and translations must come from an accepted translator. ANMAC will only accept a certificate of good standing sent directly by your current regulator, and Engineers Australia requires accredited status to be checked on the International Engineering Alliance register rather than assumed. Building these steps into your timeline avoids a request for further information later.

Skills assessment questions from UAE residents

How long does an Australian skills assessment take?

It depends on the authority and on whether it asks for more documents. ACS states four to six weeks for a complete application with no further requests. AITSL publishes the week of applications it is currently assessing; in late August 2026 that was the week of 20 July 2026, so roughly five weeks. VETASSESS and Engineers Australia publish live processing times on their websites and both offer a priority or fast-track option for urgent visa deadlines. Plan for two to three months in your overall timeline so a request for further information does not derail an invitation.

How long is a positive skills assessment valid?

For the points-tested visas, Home Affairs treats a skills assessment as valid for three years from the date it was issued, unless the assessing authority specifies a shorter period on the outcome letter. The assessment must be current when you receive an invitation to apply, not only when you lodge the Expression of Interest. If yours is close to expiry, check whether the authority offers a renewal or re-assessment before you rely on it.

Can I get a skills assessment without a degree?

Sometimes. ACS offers a Recognition of Prior Learning pathway for ICT applicants without an ICT degree, based on longer work experience and a detailed report. VETASSESS assesses several trade occupations on experience plus evidence rather than a formal qualification. For most professional occupations, however, a qualification at the required AQF level in a relevant field is the starting point, and experience is assessed on top of it rather than instead of it.

Does work experience in the UAE count?

Yes, if it is paid, at the required skill level, closely related to the nominated occupation, and evidenced to the authority’s standard. Authorities do not treat Gulf experience differently from experience elsewhere; the difficulty is documentary. Experience before you qualified, or in a role that does not match the ANZSCO tasks, may be excluded from the years counted, which also affects the points you can claim.

What if the assessment comes back negative?

Read the reasons carefully. A negative outcome usually identifies a specific gap: a qualification not at the required level, experience not closely related, or evidence that was insufficient rather than wrong. Most authorities allow a review or appeal within a set period, and many applicants succeed on a fresh application with better evidence or a more accurate occupation. Re-nominating a different code because it seems easier rarely works unless your duties genuinely support it.

Do I need the skills assessment before I submit an Expression of Interest?

Yes. SkillSelect asks for the assessing authority, the reference number and the date of your positive assessment. You can prepare your English test and other evidence in parallel, but the Expression of Interest is not valid without the assessment, and claiming points you cannot evidence at invitation stage leads to refusal of the visa itself.
