Australia Skilled Occupation List: MLTSSL, STSOL, ROL and the Core Skills List

The four lists at a glance

If your occupation appears only on the CSOL, you need an Australian employer willing to sponsor you; if it appears on the MLTSSL you can pursue permanent residence on points alone, without a job offer. ANZSCO 2013 or 2022: which version applies to you

Home Affairs says it uses “the 2013 ANZSCO version for all other skilled visa subclasses. This includes the occupations on the MLTSSL, the STSOL and the ROL.” The 2022 version is used for the programs that rely on the CSOL. So if you are heading for 189, 190 or 491, look up your code in ANZSCO 2013. If you are heading for an employer-sponsored 482 or 186, use ANZSCO 2022.

This matters more than it sounds. The 2022 revision reclassified some occupations and split others into several specialisations, so the code that fits your job under one version may not exist under the other. Your skills assessment and your Expression of Interest must use the same code.

491 visa occupation list: MLTSSL, STSOL and ROL

There is no separate “491 list”. If a state or territory nominates you for the Skilled Work Regional (subclass 491) visa, section 7 of the instrument lets you use any occupation on the MLTSSL, the STSOL or the ROL. That is all 504 occupations in the table below.

The ROL is what makes the 491 different. Its 77 occupations can only be used for a state-nominated 491, not for 189 or 190. Human Resource Adviser (223111) and Market Research Analyst (225112) are two examples that UAE residents ask about.

If you are not nominated by a state and instead take the family-sponsored 491 route, the instrument limits you to the MLTSSL only.

Two further points narrow things in practice:

• Each state and territory decides which occupations it will nominate for the 491 this year, and most nominate far fewer than 504. The links in the state section below go to each government’s own page.
• The 491 is a provisional visa. You live and work in a designated regional area, and the pathway to permanent residence is subclass 191. A 491 nomination adds 15 points to your score.

These are occupations UAE residents often ask us about. Each row shows the list the occupation is on in Compilation 5 and the authority the instrument names to assess it. List membership is set by the instrument in force when you are invited, so check again if you are reading this after a new compilation.

This table holds all 504 occupations on the three points-tested lists in Compilation 5 of LIN 19/051: 212 on the MLTSSL, 215 on the STSOL and 77 on the ROL. It was generated directly from the instrument’s tables, not typed by hand. Type an occupation, an ANZSCO code, a list name or an assessing authority to filter it.

Why the national list is only half the answer for 190 and 491

For the nominated visas, each state and territory publishes its own occupation list and criteria on top of the national MLTSSL, STSOL and ROL. A state may leave out occupations that are on the national list, ask for a job offer or a period of residence in the state, or set a higher points bar than the federal 65-point floor. Each one runs its own system and opens and closes streams during the program year.

So if your occupation is on the STSOL or the ROL, look at the state pages before you pay for a skills assessment. If no state is nominating it this year, it cannot lead to a 190 or 491 invitation, however strong the rest of your profile is. The official state and territory pages are:

How to use the lists before you spend anything

1. Start from what you actually do. Read the task list for each candidate ANZSCO 2013 code, not just the title. UAE job titles rarely map one-to-one.
2. Look the code up in the table above. The list it sits on tells you which of 189, 190 and 491 are open to you.
3. For an STSOL or ROL occupation, go to the state pages. Confirm at least one state is nominating it right now and read that state’s criteria.

5. Only then estimate your points. Use the Australia points calculator. 65 is the floor to lodge an Expression of Interest, and recent invitation rounds have favoured higher scores.

What happens if your occupation is removed from the list

If you have already applied, you are protected. Home Affairs says: “Pending nomination and/or visa applications will not be adversely impacted by the subsequent removal of any occupation from the skilled occupation lists.”

That protection covers applications already lodged. It does not cover a skills assessment you have paid for or an Expression of Interest waiting in SkillSelect. The instrument applies its lists by reference to when you are invited (sections 7 and 12), so what generally counts is the version in force at that point. If your occupation drops off before then, a positive assessment alone does not keep it open.

Home Affairs also says that people who already hold a skilled visa are not affected by a removal unless their circumstances change and their employer has to lodge a new nomination.

How often the lists change

The MLTSSL, STSOL and ROL change whenever LIN 19/051 is amended. Each amendment produces a new consolidated version, called a compilation, on the Federal Register of Legislation. Compilation 5 has been in force since 28 March 2026 and was still the latest version when we checked on 26 September 2026. The instrument’s own application provisions name several amending instruments since 2019, including LIN 22/053 in 2022, LIN 24/083 and the Migration Legislation Amendment (Assessing Authorities) Instrument 2026.

State nomination lists change far more often, sometimes several times in one program year. A skills assessment can take months, so check the list position twice: before you apply for the assessment, and again before you lodge your Expression of Interest.

Where is the official Australia skilled occupation list?

In a legislative instrument, not a single web page. The MLTSSL, STSOL and ROL are set out in the Migration (LIN 19/051: Specification of Occupations and Relevant Assessing Authorities) Instrument 2019, which is published on the Federal Register of Legislation. The current version is Compilation 5, in force since 28 March 2026. The Department of Home Affairs skilled occupation list page points you to the instrument for each visa. The Core Skills Occupation List for the 482 and 186 visas is published separately by Home Affairs as a PDF.

What is the SOL list for Australia in 2026?

“SOL” is shorthand people use for the skilled occupation lists. For the points-tested visas in 2026 it means the three lists in Compilation 5 of LIN 19/051: the MLTSSL with 212 occupations, the STSOL with 215 and the ROL with 77, which is 504 occupations in total. All of them are in the searchable table on this page, with ANZSCO 2013 codes and assessing authorities.

Which occupations are on the 491 visa occupation list?

If a state or territory nominates you, every occupation on the MLTSSL, STSOL and ROL can be used for the subclass 491, so all 504 occupations in the table above. The 77 ROL occupations are open only through a state-nominated 491. If you take the family-sponsored 491 route instead, only MLTSSL occupations apply. Each state then publishes its own, much shorter, list of occupations it is nominating this year.

Is the skilled migration list the same as the Core Skills Occupation List?

No. The MLTSSL, STSOL and ROL are for points-tested skilled migration (189, 190 and 491), where you apply on your own qualifications, experience, English and age. The Core Skills Occupation List is for the Skills in Demand subclass 482 and the Employer Nomination Scheme subclass 186, both of which need an Australian employer to sponsor you. The two use different ANZSCO versions, 2013 and 2022. An occupation can be on both, on one, or on neither. If yours is only on the CSOL, your route runs through a job offer rather than SkillSelect.

What happens if my occupation is removed after I apply?

Home Affairs says pending nomination and visa applications will not be adversely affected by the later removal of an occupation from the skilled occupation lists. That covers applications already lodged. A skills assessment or an Expression of Interest is not an application, so if your occupation is removed before you are invited, it is worth taking advice on where that leaves you.

My occupation is on the STSOL. Can I still get permanent residence?

Yes, through subclass 190 or, after living and working in a regional area on a 491, through subclass 191. The STSOL does not open the independent 189 visa, so you depend on a state or territory nominating you. Check which states currently list your occupation and what they require, because a state can pause an occupation mid-year. A 190 nomination adds 5 points to your score and a 491 nomination adds 15, which is often what lifts an STSOL profile to a competitive total.

Which ANZSCO version should I use to find my code?

Use ANZSCO 2013 for the MLTSSL, STSOL and ROL, which cover subclasses 189, 190 and 491, and ANZSCO 2022 for the Core Skills Occupation List used by the 482 and 186 programs. Home Affairs states that the 2022 revision reclassified or split some occupations, so a code that describes your job under one version may not exist under the other. Select the code whose tasks and responsibilities match your actual work, and make sure the assessing authority assesses you against the same code you use in SkillSelect.

My UAE job title is not on any list. What now?

Job titles are not what the lists contain; ANZSCO occupations are. A “Business Development Executive” may fit an ANZSCO sales or marketing occupation, an “IT Officer” may be an ICT Support Engineer or a Systems Administrator, and a “Site Engineer” is usually a Civil Engineer. Start from the task list of the candidate codes and compare it honestly with your daily work; an assessing authority will do the same with your reference letters. If no code genuinely fits, that is worth knowing before you spend money on an assessment.
