The right one is authorised by CICC at the individual level, tells you plainly which program fits your profile, quotes fees in writing against defined stages, and never promises the outcome. Below are the criteria that matter for Canada specifically. Apply them to us and to every other firm you are considering.
Canada regulates immigration representatives individually, not by company logo. The firm should name the CICC-registered consultant (RCIC) who will handle your file and give you a direct link to the CICC public register. "We are Canada-registered" without a named, searchable individual is not enough.
Verify: search the named person on register.college-ic.ca and confirm the status is Active.
Express Entry (FSW / CEC / FST) and the Provincial Nominee Programs each suit different CRS scores, occupations and provinces. A credible consultant runs an eligibility assessment first and recommends the route that fits your profile - not the package that is easiest to sell.
Fees should be quoted per stage against specific deliverables - profile review, file build, submission - in an engagement letter you sign before paying. An "all-in" quote given before your profile is reviewed is a sales hook.
No firm can guarantee permanent residence; IRCC decides. A consultant who puts a percentage or a promise in writing is signalling the wrong thing. The honest deliverable is an assessment that tells you which criteria your evidence meets today.
Applicants from the Emirates have specifics: UAE police clearance, Emirates ID, proof of funds held in the UAE, and work reference letters that match your NOC duties. The right consultant knows these before you ask.
