CICC-Licensed Immigration Consultants in Dubai

The CICC is Canada's regulator for immigration consultants. What "CICC-licensed" actually means

The College of Immigration and Citizenship Consultants is the national regulator that took over from ICCRC in November 2021. It licenses individual practitioners — not firms. So when someone says they are "CICC-licensed," they mean a specific person who has passed CICC's entry-to-practice exams, carries professional liability insurance, and is on the public register at college-ic.ca. The licence travels with the person, not with the building or the brand.

For Canadian immigration matters specifically, only three categories of people are legally allowed to represent you to IRCC for compensation: a CICC-registered consultant (RCIC or RISIA), a Canadian lawyer or paralegal in good standing with a provincial bar, or a Quebec notary. Working with anyone outside those three categories means IRCC can return or refuse your application — and you have no recourse with a regulator if the process goes wrong.

How to verify your consultant in two clicks

  1. Open college-ic.ca and click the public register link.
  2. Search by the named associate's full legal name (not the firm name).
  3. Confirm: active registration, registration class (RCIC or RISIA), and the most recent renewal date.

If the search returns nothing — or returns a different name from what you were told — stop the engagement before paying anything else.
