Citizenship by investment in 2027 — what is set and what is not

Every figure on this page was read from the government body that runs each programme on 6 November 2026. Where something is not confirmed, we say so.

Short answer: going into 2027, the five Eastern Caribbean programmes cost from US$200,000 to US$250,000 as a government contribution, and Türkiye requires a property purchase of US$400,000. Two changes matter more than price. The five Caribbean governments have agreed a single regional regulator, and the European Union has approved a rule that lets it suspend visa-free travel for countries that sell citizenship.

This page is for people living in the UAE who are weighing a second citizenship for next year. It separates what governments have published from what is still open. For each programme in detail, start at our citizenship by investment page.

What does each programme cost going into 2027?

Government-set minimums. They are not Cosmos service fees, and due diligence and processing fees are extra.
ProgrammeGovernment minimumWhat it coversRead on
DominicaUS$200,000Contribution to the Economic Diversification Fund, single applicantcbiu.gov.dm
Antigua and BarbudaUS$230,000Contribution to the National Development Fund, per applicationcip.gov.ag
GrenadaUS$235,000National Transformation Fund, main applicant and up to three dependantsimagrenada.gd
St LuciaUS$240,000National Economic Fund, applicant with up to three dependantscipsaintlucia.com
St Kitts and NevisUS$250,000Sustainable Island State Contribution, main applicant or a family of up to fourciu.gov.kn
TürkiyeUS$400,000Property purchase, with a three-year restriction on resaleinvest.gov.tr
  • The five Caribbean figures are contributions: the money is not returned. Türkiye is a purchase: you own the property and may sell it after three years.
  • How many family members a minimum covers differs by programme, so the cheapest option for one person is not always the cheapest for a family.
  • Other routes exist in most programmes, such as approved real estate, usually at a higher amount.

What is the new Caribbean regulator?

One authority for all five Eastern Caribbean programmes.
  • The heads of the five governments signed the agreement that creates the Eastern Caribbean Citizenship by Investment Regulatory Authority in September 2025. The Eastern Caribbean Central Bank reports that all five countries have since passed it into national law.
  • The central bank describes it as an independent regional regulator that will set and enforce the same standards across the five programmes and publish yearly compliance reports.
  • In July 2026 the central bank’s Monetary Council recorded that the authority was on track to launch in September 2026.

What is not confirmed: we did not find an official statement that the authority has begun operating when we checked on 6 November 2026. Whether it changes prices, checks or processing times in 2027 has not been published.

What this means for you: expect the five programmes to move closer together in rules and in how carefully files are checked. A complete, well-documented source of funds matters more than the choice of island.

Could Caribbean passports lose visa-free travel to Europe?

The European Union’s visa suspension rule.
  • In October 2025 the European Parliament approved a reform of the EU visa suspension mechanism by 518 votes to 96. It applies to the 61 countries whose citizens travel to the Schengen area without a visa.
  • The reform adds new grounds for suspending visa-free travel. One of them is an investor citizenship scheme that raises security concerns.
  • Under the mechanism the European Commission can suspend visa-free travel for a country temporarily, and then permanently if the concern is not resolved.
  • The Parliament noted that visa freedom had been revoked only once, in the case of Vanuatu.

Where it stands: the Council adopted the reform on 17 November 2025, it was published in the Official Journal of the European Union on 10 December 2025, and it entered into force on 31 December 2025. What is not confirmed: we found no official record of a Caribbean country being suspended under it when we checked on 6 November 2026.

What this means for you: Schengen access on a Caribbean passport is current, not permanent. If travel to Europe is your main reason, weigh that risk before you commit a contribution that is not returned.

How should a UAE resident decide for 2027?

Questions to settle before the price.
  • Check your own country’s rule first. India does not allow dual citizenship. An Indian national who takes another citizenship must give up Indian citizenship, and should understand the OCI and remittance rules before applying.
  • Decide what the passport is for. Travel, a long-term second base and a business presence point to different programmes.
  • Count the family. Compare programmes on the total for the people you will include, not on the single-applicant figure.
  • Prepare your source of funds. Every programme checks where the money came from. Bank records, sale agreements and tax documents take time to assemble.
  • Treat visa-free lists as today’s position. They are set by the countries you travel to, and they can change.
  • Do not rely on a deadline you were told about. If someone says a price rises on a certain date, ask for the government notice.

Ask for an assessment before choosing. We will tell you plainly if a programme does not suit you. See how to check who you are dealing with on Verify Our Credentials. Outcomes depend on the government of each programme and on your individual profile; no result can be promised.

Second citizenship 2027 — Frequently Asked Questions

Short answers, dated 6 November 2026.

What is the cheapest citizenship by investment programme in 2027?

Of the six on this page, Dominica has the lowest government minimum for one applicant: a US$200,000 contribution to its Economic Diversification Fund. For a family the order can change, because each programme counts dependants differently.

Will prices rise in 2027?

No government has published a 2027 price change that we could find on 6 November 2026. The five Caribbean governments have agreed a single regional regulator, which could change rules for all five at once.

Can I lose Schengen access after I get a Caribbean passport?

It is possible. An EU rule in force since 31 December 2025 makes an investor citizenship scheme a ground for suspending a country’s visa-free travel. We found no official record of a Caribbean country being suspended when we checked on 6 November 2026.

Can an Indian citizen hold a second passport?

No. India does not allow dual citizenship. Taking another citizenship means giving up Indian citizenship; many people then apply for Overseas Citizen of India status.

Do I have to live in the country?

Requirements differ by programme and are set out on each programme page. Antigua and Barbuda, for example, requires at least five days in the country during the first five years after citizenship is granted.
