Portugal runs several distinct residence pathways for non-EU nationals, each with its own income or investment threshold and its own supporting-document list. UAE and GCC-based applicants most commonly use the D7, D8, or Golden Visa route below. Figures are indexed to the Portuguese national minimum wage and are reviewed annually by the Portuguese authorities — always confirm the current figure before filing.
D7 Passive Income Visa
Introduced in 2007 and often called the retirement or passive-income visa, the D7 is for applicants who can show stable non-employment income — pensions, dividends, rental income, or investment returns. The income test is tied to the Portuguese minimum wage, which stands at €920/month in 2026, so the minimum annual threshold for a single applicant is €11,040, with a matching savings buffer typically expected in a Portuguese bank account. Requirements scale up for a spouse and each dependent. Successful applicants receive a 2-year residence permit, renewable for a further 3 years, with eligibility for permanent residence or citizenship after 5 years of legal residence.
D8 Digital Nomad Visa
Launched in October 2022 for remote workers, freelancers, and business owners earning from clients or employers outside Portugal. The income threshold is set at four times the national minimum wage — €3,680/month for the main applicant in 2026 — with additional amounts required for a spouse (roughly +50%) and each dependent child (roughly +30%). Applicants can apply for either a temporary stay visa (up to one year, non-renewable) or a residence visa leading to a renewable residence permit, which counts toward permanent residence and citizenship after 5 years.
Golden Visa (Post-2023 Reform)
Portugal's 2023 reform removed real estate purchase, real-estate funds, and the pure capital-transfer routes from the Golden Visa programme. As of 2026, four investment routes remain: a minimum €500,000 subscription into a CMVM-regulated investment or venture-capital fund that is not real-estate-focused (with at least 60% of the fund's capital invested in Portuguese-headquartered companies); a minimum €500,000 contribution to scientific research within the national science system; a minimum €250,000 contribution to artistic production or national cultural heritage; or job creation — creating at least 10 permanent jobs, or investing €500,000 to incorporate or capitalise a Portuguese company that creates at least 5 permanent jobs. The Golden Visa carries a low minimum-stay requirement and leads to permanent residence or citizenship after 5 years.
Permanent Residence & Citizenship
Across the D7, D8, and Golden Visa routes, 5 years of cumulative legal residence is the standard benchmark for applying for permanent residence or Portuguese citizenship, subject to a Portuguese language test, a clean criminal record, and continued compliance with the terms of the original visa. Citizenship and nationality law can change independently of the residence-visa rules, so the position should be reconfirmed against AIMA and Ministry of Justice guidance close to the 5-year mark.
