Malta Immigration from UAE & GCC
Malta, a small English-speaking EU island state in the Mediterranean, offers one of Europe's most accessible permanent residency programmes for non-EU nationals. The Malta Permanent Residence Programme (MPRP) provides a clear route to EU residency status with no minimum stay requirement, making it particularly attractive for UAE-based professionals and investors.
Immigration Pathways
Malta offers several distinct routes for UAE and GCC residents — from investment-based permanent residence to employment, startup and citizenship pathways. Each has its own financial thresholds, processing authority and family-inclusion rules; the figures below are drawn from Residency Malta Agency, Jobsplus and Aġenzija Komunità Malta and were current as of September 2026.
Malta Permanent Residence Programme (MPRP)
Established in 2016 and administered by the Residency Malta Agency, MPRP is a residency-by-investment route for non-EU, non-EEA and non-Swiss nationals. Applicants must show capital assets of at least EUR 500,000 (including EUR 150,000 in financial assets) or EUR 650,000 (including EUR 75,000 in financial assets), and pay a non-refundable EUR 60,000 administrative fee plus a EUR 37,000 government contribution, with EUR 7,500 for each adult dependant beyond a spouse. A qualifying property is required — rent from EUR 14,000/year or purchase from EUR 375,000, held at least five years — alongside a EUR 2,000 donation to a registered Maltese NGO. MPRP grants permanent residence, Schengen travel of up to 90 days in any 180-day period, and can include up to four generations of one family. Applications must go through a Licensed Agent and undergo multi-tiered due diligence.
Single Work Permit (Identity Malta & Jobsplus)
Non-EU nationals with a confirmed job offer from a Maltese employer can apply for the Single Permit, which combines residence and employment authorisation into one licence issued jointly by Identity Malta and Jobsplus. Employers generally need to show the role could not reasonably be filled from the Maltese or EU labour market, unless it sits on a recognised skills-shortage list. Separate Jobsplus Employment Licences apply to part-time or secondary work, assignments under six months, and service-contract postings between a foreign and a Maltese employer. Applicants need a valid contract, qualifications matching the role, and to clear standard immigration and health checks.
Malta Startup Residence Programme
Run jointly by Residency Malta and Malta Enterprise, this programme grants a three-year residence permit, extendable by a further five years, to non-EU founders and co-founders setting up an innovative startup or scale-up in Malta, plus core employees and immediate family. Beneficiaries must maintain a genuine presence in Malta, including living and paying tax locally, and the venture is expected to show real innovation potential rather than routine trading activity. It is paired with non-dilutive support measures administered by Malta Enterprise and suits UAE-based founders relocating an active early-stage company, rather than investors seeking passive residence.
Nomad Residence Permit
Suits remote workers, freelancers and business owners whose income comes from an employer, company or clients registered outside Malta. Applicants must show a minimum gross annual income of EUR 42,000 for applications submitted from 1 April 2024 onward (earlier applicants remain on the previous EUR 32,400 threshold), hold a valid Malta property rental or purchase agreement, carry health insurance covering the EU and UK, and pass a police conduct certificate and background check. The permit runs for one year, renewable at Residency Malta's discretion, and does not lead directly to permanent residence or citizenship.
Malta Citizenship by Naturalisation
The Citizenship Act (Cap. 188), administered by Aġenzija Komunità Malta, sets out two residence-based routes. The standard route requires twelve months of continuous residence immediately before applying, plus an aggregate four years of residence during the six years before that — five years within a seven-year window — together with good character and adequate knowledge of Maltese or English. A separate exceptional route tied to direct investment allows the residence period to be reduced to twelve months where an investment of EUR 750,000 is made, or thirty-six months where the investment is EUR 600,000, alongside other requirements. Holding MPRP residence does not itself lead automatically to naturalisation; citizenship applications are assessed separately.
