MM2H Guidance for UAE, GCC, India & Sri Lanka

We assist applicants based in Dubai, Abu Dhabi, Riyadh, Doha, Kuwait City, Muscat, Manama, as well as across India and Sri Lanka. Our role is to turn a programme with four tiers and shifting USD thresholds into a clear, executable plan you can act on with confidence.

The objective is correctness and long-term outcome security — not a rushed application that unravels later.

What are the four MM2H tiers and their requirements in 2026?

Malaysia's MM2H programme now has four tiers — SEZ, Silver, Gold and Platinum — each with its own USD fixed deposit, a mandatory property purchase, and a different pass length. Silver runs five years, Gold fifteen, Platinum twenty, and the SEZ (Forest City, Johor) pass ten years, all multiple-entry.

The deposits scale with the tier: Silver from USD 150,000, Gold from USD 500,000, Platinum from USD 1,000,000, and the SEZ tier at USD 65,000 for ages 21–49 or USD 32,000 for 50 and over. Property minimums run from RM 600,000 (Silver) up to RM 2,000,000 (Platinum), with the SEZ tier requiring a RM 500,000 purchase from a Forest City developer. Find out which tier fits your profile — free assessment.

Is buying property mandatory for MM2H now?

Yes — a property purchase is now mandatory for every MM2H tier, a change from the earlier rules where property was optional. You commit to a minimum value tied to your tier and complete the purchase within a fixed window after your visa is endorsed.

Minimum property values are RM 600,000 (Silver), RM 1,000,000 (Gold), RM 2,000,000 (Platinum), and RM 500,000 for the SEZ tier — the SEZ home must be bought from a Forest City developer rather than a third party. The purchase window is twelve months from visa endorsement for most tiers, and three months for SEZ. Sequencing the deposit and the purchase correctly is where planning earns its keep.

The honest note. MM2H grants long-stay residency only — there is no permanent-residence or citizenship route, and your renewal depends on continuously maintaining the fixed deposit and the property. Both the deposit (USD 150k–1M) and the property (RM 500k–2M) are now mandatory, and because thresholds are set in USD, ringgit figures drift with the exchange rate and should be read as approximate. The SEZ tier is tied to a single Forest City developer in Johor, which concentrates developer and resale considerations worth weighing. The rules were revised in 2021 and relaunched in July 2024, so the programme carries genuine policy-change risk — every figure on this page carries its as-of date for that reason, and final requirements are confirmed after assessment.

How long can you stay in Malaysia on MM2H, and is there a minimum stay?

Your MM2H pass length depends on the tier: Silver lasts five years, Gold fifteen, Platinum twenty, and the SEZ tier ten years, all on a multiple-entry basis for the duration of the pass. The minimum-stay obligation depends on the principal applicant's age.

Applicants under 50 must be physically present in Malaysia for 90 cumulative days per year. Principal applicants aged 50 and over have no minimum-stay requirement, which makes the programme more flexible for older applicants who want a base in Malaysia without committing to living there full-time. We map these obligations against your travel reality before you commit. Message us on WhatsApp.

Can MM2H holders work, and can they withdraw the fixed deposit?

Work rights depend on the tier: Silver holders cannot work, while Gold and Platinum holders may apply for a supplementary employment endorsement to take professional employment or run a business. So if you intend to earn an income in Malaysia, the tier you choose matters from day one.

On the deposit, up to 50% of the principal fixed deposit may be withdrawn after MM2H approval — but only for approved purposes: buying property, funding your children's education in Malaysia, and medical or tourism-related expenses inside Malaysia. The remainder stays locked as the financial anchor of your pass. We'll walk you through how the deposit, the withdrawal and the property fit together. Start with a free assessment.

A note for applicants in India

MM2H is a long-stay residency pass, not citizenship — so there's no surrender of Indian citizenship, no OCI impact, and none of the renunciation considerations that attach to citizenship-by-investment programmes. You keep your Indian passport.

The genuine India-specific point is funding. Paying the USD fixed deposit (USD 150,000 to 1,000,000) plus the mandatory ringgit property purchase means moving money out of India, and those remittances fall under the RBI Liberalised Remittance Scheme — currently USD 250,000 per person per financial year. Depending on the tier and the number of family members, you may need to plan the funding across more than one person or financial year.

This is general information, not financial, tax, or legal advice. Remittances are governed by RBI regulations under the Liberalised Remittance Scheme and your bank's compliance requirements — consult a qualified chartered accountant or your authorised dealer bank before moving funds.

What changed in 2026

  • As of July 2024 (in force through 2026): MM2H was relaunched under MOTAC, and the requirements published then remain current — there is no new suspension, and final approval rests with the Immigration Department under the Ministry of Home Affairs.
  • Structure change: the programme now has four tiers — SEZ (Forest City, Johor), Silver, Gold and Platinum — rather than three.
  • Deposits now USD-denominated: Silver from USD 150,000, Gold from USD 500,000 and Platinum from USD 1,000,000, with SEZ at USD 65,000 (21–49) or USD 32,000 (50+) — so earlier ringgit deposit figures are now outdated and should be treated as approximate.
  • Property now mandatory for all tiers: minimum values run from RM 600,000 (Silver) to RM 2,000,000 (Platinum), with SEZ at RM 500,000 from a Forest City developer; the purchase window is twelve months from endorsement (three months for SEZ).
  • SEZ access: the SEZ tier is open to applicants of all nationalities except Israel and North Korea.

Malaysia MM2H — quick answers

Is MM2H open in 2026?

Yes. MM2H is open as of June 2026. It was relaunched in July 2024 under MOTAC, and the requirements published then remain in force through 2026 with no new suspension. Final immigration approval sits with the Immigration Department under the Ministry of Home Affairs.

How much fixed deposit do I need for MM2H?

Deposits are USD-denominated and depend on the tier: Silver from USD 150,000, Gold from USD 500,000, and Platinum from USD 1,000,000. The SEZ (Forest City) tier is USD 65,000 for ages 21–49 or USD 32,000 for 50 and over. Up to 50% of the principal may later be withdrawn for approved purposes only.

Does MM2H lead to permanent residence or citizenship?

No. MM2H is a long-stay residency pass and does not lead to permanent residence or citizenship. Renewal depends on continuously maintaining your fixed deposit and your property, so it is best understood as a renewable long-stay base rather than a route to a passport.

Do I have to buy property for MM2H?

Yes — property purchase is now mandatory for all tiers. Minimum values are RM 600,000 (Silver), RM 1,000,000 (Gold), RM 2,000,000 (Platinum), and RM 500,000 for SEZ from a Forest City developer. The purchase must be completed within twelve months of visa endorsement, or three months for the SEZ tier.

Can MM2H holders work in Malaysia?

It depends on the tier. Silver holders cannot work. Gold and Platinum holders may apply for a supplementary employment endorsement to take professional employment or run a business. If earning an income in Malaysia matters to you, that should shape your tier choice from the start.
