The PVIP is a government-run, 20-year renewable multiple-entry residence pass administered by Jabatan Imigresen Malaysia, launched on 1 September 2022. It is issued in two ten-year blocks and is renewable for a further twenty years. Holders may live in Malaysia, work, run a business, study, invest and buy property, subject to state rules.
There is no minimum physical-stay requirement, which makes it popular with internationally mobile residents and investors. It is important to be clear about one thing: the PVIP grants residence, not permanent residency or citizenship. The PVIP has three financial elements: a one-time government participation fee, a fixed deposit placed in a licensed Malaysian bank, and proof of offshore income from employment, business or investment. Up to half the fixed deposit may be withdrawn after one year for approved purposes such as property, medical or education, while the balance must be maintained throughout.

The honest note. The PVIP is residence only — it does not lead to permanent residency or a Malaysian passport, and no one should sell it to you as a citizenship route. The fixed deposit and income proof are real commitments, and the participation fee is separate from any agency processing fee. Programme settings can change within a year, which is why every figure is confirmed at assessment rather than promised on a page. The PVIP suits internationally mobile professionals, business owners and investors who want a long-term, low-stay base in Malaysia without committing to permanent relocation. The fixed deposit and ongoing income proof engage India's Liberalised Remittance Scheme and FEMA reporting, so the transfer should be planned within LRS limits and documented for source of funds.
