Critical Skills Employment Permit

Aimed at highly skilled applicants in occupations on Ireland's Critical Skills Occupations List — ICT professionals, engineers and technologists are typical examples — with the stated policy goal of encouraging permanent residence. The employer's job offer must run for a minimum of 2 years, and remuneration must meet one of the published thresholds (currently €36,848, €40,904 or €68,911 depending on occupation, per the Department of Enterprise, Trade and Employment). Permit holders are generally expected to remain with their initial employer for at least 9 months under the Employment Permits Regulations 2024 before an employer change is considered. Immigration registration is granted in 2-year blocks by the Garda National Immigration Bureau, and holders can apply directly to the Department of Justice for Stamp 4 without a separate support letter, a policy in place since 30 November 2023.

General Employment Permit

Covers a much broader range of occupations than the Critical Skills route — every occupation is treated as eligible unless it sits on the official Ineligible List of Occupations. Most applications require a Labour Market Needs Test, meaning the role must be advertised through the EURES employment network (and one additional platform) for at least 28 days before the application is submitted. Remuneration must meet published thresholds currently set at €32,691, €34,009 or €36,605 depending on the role. The permit issues for up to 2 years initially and can be renewed for a further 3 years; after 5 years of continuous, lawful employment, holders may apply to the Department of Justice for long-term residency or a temporary Stamp 4.

Stamp 4 Permission

Stamp 4 is not a standalone application — it is the immigration status employment-permit holders move into once they qualify. Critical Skills Employment Permit holders can apply directly to the Department of Justice after their initial permit and registration period rather than renewing through the Department of Enterprise; General Employment Permit holders typically become eligible after 5 years of continuous, lawful employment. Stamp 4 removes the need to hold a permit tied to one employer, letting the holder work for any employer or be self-employed, subject to good-character requirements and compliance with earlier permit and registration conditions.

Dependant/Partner/Spouse Employment Permit

Spouses, civil partners, recognised partners and dependants of Critical Skills Employment Permit holders (and of researchers on hosting agreements) can apply for their own employment permit through this simplified family route rather than meeting standard salary and Labour Market Needs Test criteria. Note that this route is specific to Critical Skills families — family members of General Employment Permit holders are not eligible for it and must qualify for a standard employment permit in their own right.

Irish Citizenship by Naturalisation

The most common route is 5 years of reckonable residence in Ireland, with separate routes for those married to, or in a civil partnership with, an Irish citizen.
