The Italy Investor Visa offers four routes, and the thresholds are unchanged in 2026: from about EUR 250,000 in an Italian innovative startup, about EUR 500,000 in an Italian limited company, about EUR 2,000,000 in Italian government bonds, or about EUR 1,000,000 as a philanthropic donation. The startup route is the lowest entry point.
These are program investment thresholds set by the Italian government — not a Cosmos fee. Which route fits depends on your goals, your liquidity, and how you want your capital to work once it is in Italy. The startup and company routes keep your money invested in a business; the bond route is the most conservative; the donation is non-recoverable. The nulla osta is a certificate of no impediment that you obtain before committing any funds. A committee reviews your application — typically within about 30 days — and the nulla osta is usually issued in roughly 25 to 35 days. Only after the visa is issued do you actually make the investment.
This pre-approval model is the program's defining feature. You are cleared to invest before your money moves, which removes the "pay first, hope later" risk that worries many investors. Funds must then be invested within about three months of arriving in Italy — and investments made before you submit the visa application do not qualify. The program is suspended for Russian and Belarusian citizens, and — per the MAECI note of 20 March 2024 — for non-EU citizens holding dual passports where one passport is Russian or Belarusian (official MISE notices, 14 July 2023 and 20 March 2024). Because Italian citizenship is only possible after ten years, there is no renunciation or OCI trigger at the residence stage — India's bar on dual citizenship simply does not bite here. The material constraint for an Indian-resident investor is the RBI Liberalised Remittance Scheme (LRS): remitting the EUR 250,000-plus investment abroad must be done within LRS limits.
