Police Clearance Certificates: UAE, India, Pakistan, Philippines

Most skilled-migration files from the UAE stall on one document, and it is rarely the degree or the English test. It is the police clearance certificate, because you usually need more than one, from more than one country, and each country issues it in its own way. We see the same pattern every week in our Dubai and Abu Dhabi offices: the UAE certificate arrives quickly and then sits expiring while the home-country one is still being verified. This guide covers the UAE, India, Pakistan and the Philippines, with Sri Lanka and Egypt in the comparison table, using only what the official portals say as at September 2026.

Why the order of applications decides everything

When you apply for permanent residence or a skilled visa in Canada, Australia, the UK or New Zealand, the destination publishes its own rules on which countries it wants certificates from and how recent they must be. Read that checklist first, then work backwards from it.

The UAE certificate: Dubai Police and the Ministry of Interior

The UAE government portal confirms that a Police Clearance Certificate is available both to people currently living in the UAE and to those who have already left. You apply online through the Ministry of Interior website or app, or through Dubai Police if the certificate is for the Emirate of Dubai.

The Dubai Police service is called the Good Conduct Certificate. Its page states that the certificate proves good conduct in the United Arab Emirates and is valid for 3 months from the date of issuance. It is offered through the Dubai Police app and website, the 901 call centre, DubaiNow and Smart Police Stations.

For the Ministry of Interior route, the portal lists a valid Emirates ID, a letter stating there are no pending criminal convictions, a recent photo and a passport copy. Anyone no longer resident needs a fingerprint card taken in their current country and attested by the UAE Embassy there.

If you apply to Dubai Police from outside the country, you submit a personal photo, a passport copy and a copy of your previous UAE residence visa. Applicants without ten-print fingerprints on file must send a fingerprint card authenticated by a UAE Embassy. The fee for each channel is published on the official portal.

India: the Passport Seva route and the ECR question

The Ministry of External Affairs states that an Indian Police Clearance Certificate is issued to Indian passport holders who have applied for residential status, employment, a long-term visa or immigration. It cannot be issued to someone going abroad on a tourist visa, so the purpose on your form must match the reason you need it.

Two points matter for an Indian national in Dubai or Sharjah. First, the UAE is on India’s list of Emigration Check Required (ECR) countries. For a PCC on employment grounds, that classification determines the extra supporting documents, listed as the old passport, the employment contract, the visa copy or Protectorate of Emigrants registration, with different requirements for skilled, unskilled and agency-recruited workers.

Second, the certificate can only be issued after Indian police authorities send a “Clear” report to the Passport Office system. The Government of India’s embassy guidance says this may take 6 to 8 weeks with no fixed turnaround, so we ask clients to start it before anything else. The fee is published on the official portal.

Pakistan: the National Police Bureau and the courier change

Pakistan’s National Police Bureau issues a Computerized Police Clearance Certificate (CPCC), but its published process now covers Pakistani nationals living in Spain only. For applicants elsewhere, Pakistani missions abroad handle the certificate directly, as the next paragraph describes.

One live change: the bureau’s site carries a notice that it has terminated its contract with LCS (Leopard Courier Service) for processing Police Clearance Certificates and awarded the new contract to TCS and Gerry’s. No effective date appears on the page, so a relative handling the courier step in Pakistan should follow the partner named on the bureau’s site.

Mission procedures vary by province. Pakistan’s High Commission in the Maldives, for example, states that individuals from Islamabad Capital, Punjab province and AJK can apply through the Punjab Police Global Portal at the mission, while applicants from other provinces send an attested authority letter to a relative in Pakistan, who processes the certificate at the local police station before it is attested by the Ministry of Foreign Affairs. We could not verify the provincial portals on their own domains, so check what the Pakistan missions in Abu Dhabi and Dubai publish for your province.

The Philippines: NBI Clearance from Dubai

The National Bureau of Investigation’s citizen’s charter is clear that biometric capture happens in person at an NBI branch. Even applicants who registered online and paid electronically proceed to a counter where an operator captures fingerprint, image and signature.

For Filipinos abroad there is a mailed route. You obtain Form No. 5 from the Philippine Embassy or Consulate, have rolled-impression fingerprints taken and certified there or at a local police station, and mail the form to the NBI with a recent 2×2 photo on a white background and a photocopy of your passport biodata page. The NBI states that processing takes a maximum of 5 working days upon receipt of the documents. Postage time, both ways, comes in addition.

We did not find a validity period for the NBI Clearance on the official pages we checked, so we do not quote one; use the destination country’s rule on how recent a certificate must be.

From the UAE: what this means for you

Living here gives you one advantage and one trap. The advantage is that the UAE certificate is genuinely accessible while you are resident. The trap is the 3-month validity. Collect it in the same week you start a home-country application that may take 6 to 8 weeks, and you can end up re-applying before the file is lodged.

Our sequence, described in how we work, is simple. Confirm the destination’s list of required countries. Start the slowest home-country certificate first: for most of our Indian clients that means the Passport Seva route, and for Egyptians the consular pouch to Cairo. Only then apply to Dubai Police or the Ministry of Interior, so the UAE certificate is fresh when everything is submitted together.

Frequently asked questions

Can I still get a UAE police clearance after I have left the country?

Yes. The UAE government portal states the certificate is available to people who are no longer residents. You will need a fingerprint card taken in your current country and attested by the UAE Embassy there, plus your photo, passport copy and previous UAE residence visa copy for the Dubai Police route.

Can an Indian PCC be issued for a tourist trip?

No. The Ministry of External Affairs states the certificate is issued for residential status, employment, a long-term visa or immigration, and cannot be issued to persons going abroad on a tourist visa.

Do Filipinos have to fly home for an NBI Clearance?

Not necessarily. The NBI’s mailed route for applicants abroad uses Form No. 5 from the Philippine Embassy or Consulate with certified fingerprints, and processing takes a maximum of 5 working days after the NBI receives the documents.
