Canada PNP without a job offer: which provinces still nominate

As at August 2026, most of the provincial nominee streams that UAE candidates relied on to be picked from the Express Entry pool without an employer have closed. Ontario removed all eight of its streams on 25 June 2026 and replaced them with one that requires a job offer, and British Columbia’s current programme guide lists job-offer streams only. Saskatchewan, Alberta and Manitoba still nominate without an employer in some form, each on its own conditions. We set out below which provinces still invite without a job offer, what each asks of you, and what to prepare from Dubai or Abu Dhabi.

What a nomination actually adds

Under the CRS grid, a provincial or territorial nomination is worth 600 points. That is the maximum available for all additional factors combined. Since 25 March 2025, IRCC has awarded no CRS points for a job offer, which leaves a nomination as the only way to add a large block of points in one step.

IRCC describes two routes. If you qualify for both a provincial stream and a federal Express Entry program, you apply through Express Entry and receive the 600 points once nominated. If you qualify for the provincial stream only, you use the non-Express Entry process.

In both routes the province nominates and IRCC decides. The nomination is added to a profile that already meets the federal requirements, so you still need language results, an educational credential assessment and proof of funds before the extra points can be used.

Ontario: the route most UAE candidates assumed

Ontario is the province that most of the UAE candidates we speak to had built their plan around, and the heading above reflects that assumption rather than the current rules.

Amendments to Ontario Regulation 422/17 took effect on 25 June 2026 and removed all eight OINP streams. In their place is a single Ontario Workforce Priority stream, the first phase of a two-phase redesign. Its expression-of-interest portal opened on 4 August 2026.

The new stream needs a qualifying job offer. The employer starts the process in Ontario’s employer portal, and only then can you register an expression of interest. Eligible self-employed physicians are the one exception.

If your plan depended on Ontario inviting you from the pool, the practical response is to redirect the same effort to the provinces below or to a Canadian job search.

Province by province: who still invites without a job offer

The table covers what we could confirm on each province’s own site as at August 2026.

Saskatchewan: International Skilled Worker, Occupation In-Demand and Saskatchewan Express Entry No. The SINP states these two categories do not require a skilled job offer. Expression of Interest, then Invitation to Apply; minimum 60 of 110 points; one year of paid full-time TEER 0-3 experience in an in-demand occupation; CAD 500 fee. At least 750 of the 2026 nominations are reserved for Saskatchewan graduates with priority-sector job offers, so the pool for overseas candidates is smaller.
Alberta: Alberta Express Entry Stream Not always. Required for the tech, law-enforcement and health care pathways; priority-sector draws may select on experience. Active Express Entry profile, CRS of at least 300, and an occupation that fits a named pathway; Alberta issues invitations by draw. Draws in July and August 2026 were sector-specific and small: agriculture (38 invitations), health care (50), construction (53), tech (95).
Manitoba: Skilled Worker Overseas No, but a connection to Manitoba is mandatory. Manitoba Supporter (close relative or friend), past Manitoba study or work, or a direct invitation under a Strategic Recruitment Initiative; at least 60 points. Without a connection you are ineligible regardless of points; children in Manitoba cannot support parents.
Nova Scotia: Express Entry selections Not confirmed. The stream pages did not load from our office when we checked. Notices of Interest are sent to Express Entry profiles; the site directs recipients to its Critical Vacancies page. A one-time expansion of selection priorities was announced on 14 July 2026, and application fees start on 1 September 2026.
Ontario: Ontario Workforce Priority stream Yes, except self-employed physicians. Employer starts the process in the employer portal; you then register an expression of interest. The eight former streams, including Human Capital Priorities, were removed on 25 June 2026. The EOI portal opened on 4 August 2026.
British Columbia: Skills Immigration Yes for every stream in the current guide. Skilled Worker and Health Authority streams need a full-time, indeterminate job offer from a B.C. employer. The guide effective June 2026 lists three streams only; the fee rose to CAD 1,750 on 22 January 2026.

Saskatchewan

The SINP’s occupation page states that the Occupation In-Demand and Express Entry categories do not require a skilled job offer. To qualify you need one year of paid full-time work in the last ten years in a TEER 0 to 3 occupation that Saskatchewan lists as in demand, and at least 60 of 110 points on its grid. For the Express Entry sub-category you must also have been accepted into IRCC’s pool. Submitting an Expression of Interest does not mean you will be invited; the province states that higher scores are more likely to receive an invitation.

Alberta

Alberta’s Express Entry Stream invites only people with an active Express Entry profile, a CRS score of at least 300 and a primary occupation that fits a named pathway. The Accelerated Tech and Law Enforcement pathways require an Alberta job offer, and the Dedicated Health Care Pathway needs a health care job offer and a licence. Alberta’s eligibility page says the job offer conditions apply “if you are invited based on having an Alberta job offer”, which leaves room for priority-sector draws to select on experience in sectors such as construction, agriculture and aviation. Every 2026 draw we reviewed was sector-specific and small in number.

Nova Scotia: only partly verifiable

Nova Scotia still sends Notices of Interest to Express Entry profiles and directs recipients to its Critical Vacancies page. It announced a one-time expansion of selection priorities on 14 July 2026, and application fees take effect on 1 September 2026. Its stream pages returned the homepage when we tried them, so we cannot confirm the current criteria and suggest you check them directly on the province’s site.

Manitoba and the “connection” question

The Manitoba question we are asked most often is whether a relative already living in the province counts as a connection. It can, depending on who the relative is. The Skilled Worker Overseas pathway does not ask for a job offer, but without a demonstrated connection to Manitoba you are ineligible regardless of your points.

The MPNP recognises three connections: Manitoba Support, meaning a close relative or friend in the province; Manitoba Experience, meaning previous study or work there; and Manitoba Invitation, through a Strategic Recruitment Initiative. A close relative earns 20 points and a friend or distant relative earns 10. You need at least 60 points across five factors.

Manitoba is explicit that this is not a sponsorship program, and one exclusion matters for older applicants whose children have already settled in the province: children in Manitoba cannot support their parents. A friend or distant relative may count for 10 points; an adult child in Manitoba does not count at all.

Realistic expectations if you apply from the UAE

Two factors shape the outcome for an applicant with no Canadian employer.

The draws are small and specific. The Alberta draws from July and August 2026 that we recorded ranged from fewer than ten invitations (Law Enforcement, 10 July) to 149. British Columbia’s 20 August 2026 High Economic Impact draw invited 337 people, all with job offers paying at least CAD 55 an hour and CAD 110,000 a year.

Your Express Entry profile still has to stand on its own. For a family of four the federal proof-of-funds minimum is CAD 28,362 under the table updated 7 July 2025. From the UAE: what this means for you

Language tests. IRCC accepts CELPIP-General, IELTS General Training (not the One Skill Retake), PTE Core, TEF Canada and TCF Canada. Check which Dubai or Abu Dhabi dates are open before you plan the rest of the timeline; in our experience a missed test date is the most common cause of delay.

Credential assessment. IRCC’s designated organisations are World Education Services, IQAS, ICES at BCIT, ICAS and the Comparative Education Service at the University of Toronto. Doctors, pharmacists and architects must use their designated professional body. The report must be less than five years old when you apply, and it is the item to start first because it takes the longest to obtain from the UAE.

Reference letters. Saskatchewan wants reference letters on company letterhead from your supervisor or HR officer, with the signer’s name, signature and direct contact details (including a company-domain email), and all experience must be paid. Ask current and former UAE employers now, while the HR contact who can confirm your role is still with the company.

Funds. Keep the federal minimum in accounts you can legally access, and be ready to document it with bank statements.

Order of work. Test, then ECA, then letters, then profile. Treat provincial invitations as periodic and uncertain rather than as a step you can schedule. Our Canada hub and guide library record draw changes as the provinces publish them.

Frequently asked questions

Is Ontario’s Human Capital Priorities stream coming back?

Not in its old form. Ontario removed all eight streams on 25 June 2026 as phase one of a two-phase redesign, and the only replacement published so far, the Ontario Workforce Priority stream, requires a job offer.

Can I get a nomination with a CRS score below 300?

Not from Alberta, which sets 300 as its floor. Saskatchewan and Manitoba use their own grids rather than a CRS minimum, though Saskatchewan’s Express Entry sub-category still requires acceptance into IRCC’s pool.

Does a nomination mean permanent residence is approved?

No. The province nominates; IRCC makes the final decision on permanent residence.
