Canada PR for engineers and IT professionals from the UAE

If you are an engineer or IT professional in the UAE planning a Canada PR application, the first thing to know is that the Express Entry STEM category, the route most people still search for, has not issued an invitation since 11 April 2024. As at August 2026 the routes that are actually running are the general Express Entry pool combined with French, or a provincial stream that still targets engineering and tech and now requires a job offer. This guide sets out the numbers behind each route so that you can choose a plan rather than wait in the pool.

At a glance

  • The STEM category is still listed by IRCC, but its last round was 11 April 2024 (4,500 invitations, CRS 491). No STEM round has run in 2025 or 2026.
  • The current STEM list has 11 engineering-heavy occupations. Software developers and data scientists are not on it.
  • 2026 cut-offs: Canadian Experience Class rounds 507 to 523; PNP rounds 708 to 805; French-language rounds 382 to 420.
  • Ontario closed its tech-draw stream on 25 June 2026. BC held its final tech draw on 3 December 2024. Alberta’s Accelerated Tech Pathway has drawn nine times in 2026.
  • You do not need a P.Eng. for PR, but you need a provincial licence to practise engineering in Canada.

The STEM category: why it has gone quiet

The STEM category has run three times: 5 July 2023 (500 invitations, CRS 486), 8 December 2023 (5,900, CRS 481) and 11 April 2024 (4,500, CRS 491). There has been nothing since. IRCC’s category page still lists STEM as a current category, but it also notes that a category round may not be needed if enough highly ranked eligible candidates are already invited through other rounds.

If a STEM round does return, you would need at least 12 months of full-time work experience (or an equal amount of part-time) within the past three years in a single listed occupation. The experience can be in Canada or abroad and does not need to be continuous. The list as at August 2026:

Software engineers (21231), software developers (21232), data scientists (21211) and computer engineers (21311) are not on this list. This is the detail most UAE tech workers miss when they read that Canada has a STEM category. The wider 2026 picture is in Express Entry 2026 category-based draws from the UAE.

Category vs CEC vs PNP: the routes that are running

The Federal Skilled Worker Program is what gets a UAE-based engineer into the pool: skilled work experience, language at CLB 7 or higher, an Educational Credential Assessment and proof of funds. Entering the pool is not the same as being invited. IRCC has not run a general all-program round in 2026, so a candidate outside Canada is only reached through a category or French-language round, or through a provincial nomination.

What a 30 to 35-year-old engineer with a bachelor’s and five years scores

We run this calculation in our Dubai office most weeks, using the IRCC CRS grid. Job-offer points were removed on 25 March 2025, so an arranged job offer no longer adds anything to your score. Assume a single applicant with a bachelor’s degree and five years of experience outside Canada.

  • Age: 105 points at 30, 94 at 32, 77 at 35.
  • Education: 120 points for a bachelor’s degree.
  • Language: 31 points per ability at CLB 9 (124 total); 34 per ability at CLB 10 (136 total).
  • Skill transferability: 25 points for a post-secondary credential with CLB 9 in all four abilities, plus 50 for three or more years of foreign experience with CLB 9.

A 32-year-old at CLB 9 sits at around 413; at CLB 10, about 425. At 30 with CLB 9 the figure is about 424, and at 35 it is about 396. None of these reaches the lowest 2026 CEC cut-off of 507 or the last STEM cut-off of 491. You can check your own figures on our Canada PR points calculator.

French changes the picture. NCLC 7 in all four French skills, with CLB 5 or higher in English, adds 50 points and makes you eligible for the French-language rounds. Those rounds cut off at 420, 399, 391 and 382 in July and August 2026, and a 413 profile with the French points becomes 463, above all four. A provincial nomination adds 600.

Provincial streams that still target engineers and tech workers

Ontario

Ontario’s tech draws ran through the Express Entry Human Capital Priorities stream. On 25 June 2026 the province removed all eight of its former streams, including that one, and replaced them with a single Ontario Workforce Priority stream built around a job offer from an Ontario employer in any TEER category. The expression-of-interest portal opened on 4 August 2026. Without an Ontario job offer there is currently no Ontario route for a candidate in the UAE.

British Columbia

The BC PNP held its final priority-technology-occupations draw on 3 December 2024. Tech occupations remain eligible but now compete in the “Innovate: High Economic Impact” invitations. On 20 August 2026 BC invited 337 candidates with TEER 0 to 3 job offers paying at least $55 an hour and $110,000 a year, plus 265 candidates at 132 points or more. Every Skills Immigration stream requires a full-time, indeterminate job offer from a BC employer.

Alberta

The Accelerated Tech Pathway has a 2026 allocation of 619 nominations and has drawn nine times this year, from 148 invitations at a minimum score of 63 on 29 January to 95 invitations at a minimum of 60 on 6 August, with minimums between 55 and 63 throughout. The eligible list includes software engineers (21231), software developers (21232), data scientists (21211), cybersecurity specialists (21220) and civil, mechanical, electrical and computer engineers.

The employment requirement is the barrier for most UAE applicants. You must be working full time in Alberta under an employment contract or hold a bona fide job offer, hold valid immigration status such as a work permit, have an active Express Entry profile with a CRS of at least 300, and have a primary occupation that matches your Alberta job. Anyone working outside Alberta, including remotely, is excluded.

Saskatchewan

The SINP Innovation and Tech Talent Pathway lists 32 occupations, including software engineers and developers, data scientists, cybersecurity specialists, and electrical, computer and petroleum engineers. It is open to applicants outside Canada. It requires a full-time, permanent job offer from a Saskatchewan employer approved through an Employer Position Assessment, one year of experience in the same occupation within the last five years, a post-secondary credential, and CLB 5 if you are not already working for the employer that is offering you the job.

Engineering licensing: PR and P.Eng. are separate questions

IRCC decides whether you get permanent residence. The 12 provincial and territorial engineering regulators decide whether you can practise, and Engineers Canada itself does not issue licences. It lists five broad licensing criteria: an accredited engineering degree or equivalent, the work experience required in that province, the Professional Practice Examination on law and ethics, good character, and the ability to work in English or French. The title is protected: “Professional Engineer”, “P.Eng.” or any title containing the word engineer may only be used by a person who holds a licence.

For PR your degree needs an Educational Credential Assessment from an IRCC-designated organisation (WES, ICAS, the Comparative Education Service, IQAS or ICES), and it must be less than five years old both when you enter the pool and when you apply. The regulator runs its own academic assessment separately, so the ECA does not shorten the licensing process.

From the UAE: what this means for you

Start with the ECA, because it takes the longest. Order it from a designated organisation, follow that organisation’s rules on how your university must send transcripts, and read our credential verification page before you pay.

Book the language test with a target score, not a pass mark. For a single applicant with a bachelor’s degree and three or more years of experience, moving from CLB 8 to CLB 9 in all four abilities is worth close to 70 CRS points across the language and transferability sections.

Employer letters from the UAE need company letterhead, an HR or supervisor signature, and your title, dates, hours and duties in wording that matches the NOC. Saskatchewan also asks for a government-issued document for each job, so keep your UAE labour contracts.

If your score lands in the 390 to 430 band the example above produces, decide early between a French plan aimed at NCLC 7 and a job-offer plan aimed at Alberta or Saskatchewan. Frequently asked questions

Will there be a STEM draw in 2026?

IRCC has not announced one. The category remains listed, but the last STEM round was 11 April 2024, and the 2026 category rounds have gone to healthcare, trades, transport, French, and new categories for physicians and senior managers with Canadian work experience, and for skilled military recruits.

I am a software developer. Does the STEM category cover me?

Not on the current list. NOC 21232 and 21231 are not among the 11 STEM occupations. They are eligible under Alberta’s Accelerated Tech Pathway and Saskatchewan’s Innovation and Tech Talent Pathway, both of which require an employer.

Do I need a P.Eng. before I apply for PR?

No licence is needed for the PR application itself. IRCC does not require an engineering licence for Express Entry or a provincial nomination. You need it to practise or to use the title once you are in Canada.
