Converting Your UAE Driving Licence Abroad: What Each Country Says

Converting Your UAE Driving Licence Abroad: What Each Country Says

Most people leaving the UAE plan the visa, the shipping and the school places months ahead. The driving licence is often left until the airport. The honest answer, as at September 2026, is: for a while, yes, then each country applies its own rule. There is no global list; the UAE appears on the UK’s but not on the lists for Ontario, Alberta, New South Wales, Queensland, Western Australia or Germany. Our countries we serve page covers the visa side; this guide covers the car keys.

At a glance

  • Ontario allows 60 days on a foreign licence; British Columbia and Alberta allow 90 days. Neither Ontario nor Alberta lists the UAE for exchange.
  • New South Wales, Queensland and Western Australia do not list the UAE as a recognised country, so a written or theory test and a practical test both apply.
  • New Zealand allows 18 months on an overseas car licence from your last arrival; from 1 November 2026 that shortens to 12 months.
  • The UK designates the UAE as a country whose licences can be exchanged for a British licence, subject to conditions.
  • Germany recognises a non-EU/EEA licence for six months after you take up residence; the UAE is not on Anlage 11, so theory and practical exams follow.

Canada: three provinces, three rulebooks

Ontario

Ontario’s official page says a new resident can use a valid licence from another province, state or country for 60 days. After that you need an Ontario licence.

Ontario’s exchange list, published by DriveTest, covers Canadian provinces and territories, US states and a fixed set of countries including Australia, New Zealand, Japan, Germany, France and Great Britain. The UAE is not on it.

For jurisdictions without an exchange agreement, DriveTest states that from 1 July 2026 you can receive a maximum of 12 months of driving experience credit by presenting a valid foreign licence. With 12 months credited you may take the Class G2 road test immediately, then wait a mandatory minimum of 12 months before the G road test. That wait cannot be reduced. Ten years on Sheikh Zayed Road still counts as 12 months in Ontario.

British Columbia

ICBC gives new arrivals 90 days to switch to a BC licence. Some licences exchange without testing; check the “licence exchange jurisdictions” tab on the ICBC page for the UAE. Other licences need a knowledge test and a road test.

Alberta

Alberta’s page says a permanent resident must exchange within 90 days of becoming a resident, even if you travel outside Alberta. Alberta’s list of jurisdictions that exchange for a Class 5 licence without tests does not include the UAE; without an agreement, you must pass a knowledge test, surrender your licence and pass a road test.

If Canada is the plan, our Canada immigration page covers the pathways that get you there in the first place.

Australia: the state you land in decides

New South Wales

The NSW Government page says a permanent Australian resident needs a NSW licence within 3 months to keep driving. A temporary visitor needs a temporary NSW licence within 6 months.

NSW’s recognised-country list is made up of European countries plus Canada, Japan, New Zealand, Singapore, the UK and the US. The UAE is not listed, so a UAE licence holder passes knowledge and driving tests for an equivalent NSW licence.

Victoria

VicRoads says anyone living in Victoria for six months or more must convert their overseas licence. The six-month period starts from the day you first begin living in Victoria, even if you leave and return. VicRoads sets the tests through its online requirements checker rather than a published country list, so we are not stating a UAE-specific outcome here.

Queensland

Queensland’s recognised-country list closely mirrors the NSW list and does not include the UAE. An unlisted country means a road rules test, written or PrepL, plus a practical driving test.

Western Australia

Transport WA states that a citizen or permanent resident with a current, valid overseas licence can drive in WA for up to 3 months and must apply to transfer within that period. After 3 months you cannot legally drive on the overseas licence, even if it is still current. From 1 November 2025, WA abolished its “Experienced Driver Recognised” category; a licence from a country not on WA’s recognised list now needs a theory test and a Practical Driving Assessment. The UAE is not on that list.

Our Australia immigration page covers the skilled and family pathways for each state.

New Zealand: the 18-month window is shrinking

New Zealand currently allows you to drive on an overseas car licence for up to 18 months from the day you last arrived. NZ Transport Agency Waka Kotahi has announced that from 1 November 2026 this reduces to 12 months. If you land in late 2026 or later, plan around 12 months.

We did not verify the conversion tests for New Zealand in this guide, so check NZTA’s conversion pages directly. For the residence side, see our New Zealand immigration page.

The UK: the one place the UAE licence exchanges

The Driving Licences (Exchangeable Licences) Order 2021, Article 7, designates the United Arab Emirates for licences covering vehicle categories AM, B, B+E, F, K or P, or sub-categories A1 or B1. The licence must have been granted to a person who passed a driving test in the UAE for each class of vehicle on it. Paragraph 3 limits the exchange to automatic entitlement if the original UAE test was taken in an automatic vehicle.

nidirect, the Northern Ireland government service, lists the UAE among 21 designated countries and regions whose licence holders may drive for up to 12 months and can exchange within 5 years of becoming resident, without a UK driving test. The designation order applies UK-wide. Our UK immigration page sets out the visa routes that come first.

Germany: six months, then two exams

The German Federal Ministry of Transport states that a licence from a state outside the EU or EEA remains valid for six months from the day you establish ordinary residence in Germany. After that it is no longer recognised.

Germany’s Anlage 11 to the Fahrerlaubnis-Verordnung lists the states whose licences can usually be converted without a fresh driving test. The UAE is not on it. Berlin’s licensing service spells out the consequence: a licence not issued in an EU/EEA or Anlage 11 country means theoretical and practical examinations for every class you want to convert. See our Germany immigration page for the visa routes.

Side by side: what each official page says

From the UAE: what this means for you

Start with the card in your wallet. The RTA states that a UAE driving licence is valid for 1 year if you are under 21 and for 2 years if you are 21 or older. The Ontario, Alberta and Western Australia pages all refer to a valid or current licence, so check the expiry date before you fly rather than at a DriveTest counter.

The RTA also offers a 1-year International Driving Licence for driving abroad. Treat it as a translation that supports your UAE licence, not a replacement for it. It does not extend the 60-day, 90-day or 6-month windows above and it does not remove a single test.

If you are heading to Ontario, Alberta, NSW, Queensland, WA or Germany, budget time in the first weeks after landing for a written or theory test and a practical test. Heading to the UK? Keep proof of the test you passed in the UAE, because the exchange rule turns on it.

Frequently asked questions

I have driven in Dubai for ten years. Can I skip the tests in Canada or Australia?

Not in the jurisdictions above. Ontario caps experience credit at 12 months. NSW, Queensland and Western Australia go by the recognised list, and the UAE is not on it.

Does an International Driving Permit from the RTA replace the conversion?

No. It is a 1-year permit to drive abroad alongside your UAE licence and does not change any destination’s deadline or tests.

Where can a UAE licence be exchanged without a driving test?

Of the five countries covered here, only the UK. nidirect states that holders may drive for up to 12 months and exchange within 5 years of becoming resident without a UK test, subject to the category and automatic-transmission conditions in the 2021 Order.
