Canada PR for nurses from the UAE: licensing, draws and provinces

Canada does not ask a nurse licensed in the UAE to start again, but it does run two separate processes that do not talk to each other: permanent residence through IRCC, and registration with a provincial nursing college. As at August 2026 the federal route for most nurses abroad is the Express Entry healthcare category, which has held two rounds this year, and the licensing route runs through NNAS, a provincial college and the NCLEX-RN. This guide covers both, in the order we would plan them from Dubai or Abu Dhabi.

Two races, one plan

The question we are asked most often is whether permanent residence brings the licence with it. It does not. IRCC decides who becomes a permanent resident. Each province’s nursing college decides who may practise, and NNAS, the National Nursing Assessment Service, states plainly that it “does not grant licences”.

The two decisions arrive on different timetables. A nurse can land in Toronto as a permanent resident and still be months away from a nursing job. The reverse also happens: an NNAS report and a passed NCLEX-RN on file, and no invitation yet. NNAS says you can apply before you immigrate, and that “credential assessment often takes longer than immigration processing”. We therefore treat both tracks as starting on the same day, and we open the licensing file first because it is normally the slower of the two.

The Express Entry healthcare category in 2026

As at 19 August 2026, every 2026 Express Entry round has been Canadian Experience Class, Provincial Nominee Program, French-language or category-based, with no general round. For a nurse outside Canada without French, the healthcare category is the federal route that applies.

The Ministerial Instructions for the 25 June 2026 round set the test: within the previous three years, at least one year of full-time work experience (or the part-time equivalent) in a listed occupation, performing the lead statement and a substantial number of the main duties, including all essential duties. You must already be in the pool, usually through the Federal Skilled Worker Program, which requires CLB 7 as a minimum.

The lowest scores invited were 467 on 20 February 2026 and 475 on 25 June 2026, with 4,000 invitations in each round. Across the seven healthcare rounds of 2025 the lowest score invited ranged from 462 to 510. That range is the reason language points and a provincial nomination, which adds 600 CRS points, carry so much weight for a candidate applying from abroad. IRCC is consulting on 2027 category priorities until 1 September 2026, so the category should be read as current policy rather than a fixed feature of the system.

The licensing reality: NNAS, the college, the NCLEX-RN

Step one: NNAS

NNAS is the starting point in most provinces. Its Expedited Service covers RN and LPN applications together for CAD 750, with the Advisory Report issued within five business days of all documents being received.

The documents take longer than the report. NNAS wants two notarised forms of ID, a course-by-course assessment report sent by an IRCC-approved organisation, and verification of your first and current nursing licences sent directly by the authorities that issued them. In our experience the item that arrives last is the verification or transcript from the home-country college or council, because it has to be sent by that body and not by you.

Step two: the provincial college

Since 1 April 2025, the College of Nurses of Ontario (CNO) accepts nursing education from any jurisdiction, provided RN applicants hold a nursing baccalaureate and RPN applicants a nursing diploma. Credentials must be verified by an approved ECA provider before you apply; CNO still accepts NNAS expedited reports prepared by TruMerit (formerly CGFNS). After that CNO asks for evidence of practice within the past three years, the NCLEX-RN, an online jurisprudence exam, a transition-to-practice course, a police record check and language evidence. CNO’s guideline is “approximately 12 months”, with two years to finish before the file closes; a Temporary Class registration lets some applicants practise in the meantime.

British Columbia’s BCCNM recommends applying to BCCNM and Inspire Global Assessments at the same time. Alberta’s CRNA requires the NCLEX-RN on every pathway; with an NNAS report or an approved ECA you can request to write it without being currently registered. You submit the college application yourself. CNO warns that sharing your login may affect eligibility, so we plan the sequence with you but the application has to be filed in your own name.

Step three: the NCLEX-RN

International NCLEX locations published on nclex.com include India, Pakistan, the Philippines, Jordan and Türkiye; the UAE is not on the list as at August 2026. That leaves two options: travel to sit the exam before you move, or sit it after arrival, since every Canadian province and the mainland US count as domestic centres for Canadian candidates.

Since 2022 the BC PNP has nominated 3,887 healthcare professionals, including 1,228 nurses and nurse practitioners. Ontario’s early-2026 healthcare draws (1,649 invitations on 2 February, 1,635 on 8 April) went only to candidates already in Canada on a work or study permit, which is worth knowing before you count on Ontario from the UAE.

Language: licensing is stricter than immigration

CNO says its benchmark “may be a different benchmark than you must meet for immigration purposes”. Both colleges also accept CELBAN (writing 7, speaking 8, listening 9, reading 8) and OET (B in listening and speaking, C+ in reading and writing). For UAE nurses, CNO accepts nursing practice within the past two years in a setting where English is a primary language as evidence. IRCC never waives the test, so a nurse who plans to rely on practice evidence for CNO still needs a sitting for Express Entry.

From the UAE: what this means for you

Documents. Order your ECA (WES, ICAS, IQAS, ICES or CES are IRCC’s designated organisations); the report must be under five years old. NNAS needs the authority that issued your first nursing licence and your current one (DHA, DOH or MOH) to complete its forms. Write to your nursing college first, because its verification is usually the item that arrives last.

Tests. IELTS is offered in Dubai and Abu Dhabi: Academic in person covers BCCNM, General covers Express Entry, and CNO takes either. CELBAN can be completed online, according to CNO. The NCLEX-RN means travel.

Funds and police checks. IRCC’s proof-of-funds table, updated 7 July 2025, requires CAD 15,263 for one person, CAD 19,001 for two and CAD 28,362 for four, shown as bank letters on letterhead. For the UAE, IRCC accepts one police clearance from any emirate; you also need certificates for any country where you stayed six months in a row or longer since age 18.

Timelines. An NNAS file waiting on a home-country council can take longer than the report itself. CNO guides to about 12 months. The immigration side depends on the timing of a round or a nomination, which nobody outside IRCC or the province controls. We plan for both tracks to run a year or more and overlap the licensing steps with the Express Entry wait rather than doing one after the other.

Frequently asked questions

Can I use my IRCC ECA for the nursing college?

Partly. NNAS’s Expedited Service requires a course-by-course report from an IRCC-approved organisation, and CNO’s 2025 changes let applicants “leverage the services and documents used for immigration”. Order the course-by-course version and have it sent to both.

Does UAE experience count as Canadian experience?

No. DHA, DOH or MOH work is foreign experience for the healthcare category and CRS points, not Canadian Experience Class. It does help with CNO’s evidence of practice and, where English was a primary language on your unit, language evidence.

Do I need the NCLEX-RN before applying for PR?

No. IRCC does not ask for it. Colleges do, and Ontario’s Workforce Priority stream requires the licence if the job offer needs one.
