Under the Dutch highly skilled migrant route (the <em>kennismigrant<\/em> permit) the employer applies for the permit, not you, and only a recognised employer can do so. The 2026 salary thresholds, the EUR 423 IND fee and the 30% ruling all matter, but none of them help if the sponsor check fails. Timing matters as well: the 30% ruling is planned to drop to 27% from 1 January 2027, so the year you start affects what you keep.<\/p>\n<div class=\"cosmos-glance\">\n<h3>At a glance<\/h3>\n<ul>\n<li>Only an employer in the IND public register of recognised sponsors can apply for a highly skilled migrant permit; the employer applies, not you.<\/li>\n<li>2026 gross monthly salary thresholds: EUR 5,942 (age 30 and over), EUR 4,357 (under 30), EUR 3,122 (reduced criterion for recent graduates). Holiday allowance does not count.<\/li>\n<li>IND fee EUR 423; the IND decides within 90 days and issues the entry visa (MVV) and residence permit in one combined application.<\/li>\n<li>The 30% ruling still allows up to 30% of salary tax-free in 2026 (salary above EUR 48,013); a cut to 27% with higher thresholds is planned for 1 January 2027.<\/li>\n<li>Partners are free to work; permanent residence is possible after 5 years plus a civic integration exam at A2 level.<\/li>\n<\/ul>\n<\/div>\n<h2>Step one: the employer must be a recognised sponsor<\/h2>\n<p>In our experience this catches out more UAE applicants than the salary figures do. The IND states that &#8220;only an employer recognised by the IND can apply for your permit&#8221;. An employer that is not on the register cannot sponsor a highly skilled migrant, whatever the offer.<\/p>\n<p>Recognition is a paid status. The fee is EUR 5,080, or EUR 2,539 for a business with no more than 50 staff. The register is public, published per category (Work, Exchange, Study, Research) and updated once a month.<\/p>\n<p>The monthly update has a practical consequence. An employer granted recognition after the last refresh will not appear until the next one, so an absence from the register does not always mean recognition has been refused. Check the Work register yourself before you resign. If your employer is missing, ask in writing whether recognition has been granted or only applied for.<\/p>\n<h2>The 2026 salary thresholds<\/h2>\n<p>The amounts are reset every 1 January and are gross monthly figures. A thirteenth month counts if it is written into the contract and paid monthly to your bank account. If you change employer, you must meet the amount in force on the date the new contract starts. Someone hired under the under-30 rate who moves jobs after turning 30 is assessed at EUR 5,942.<\/p>\n<h3>Who gets the reduced criterion?<\/h3>\n<p>The EUR 3,122 rate applies in three cases. You hold an orientation year permit (the 1-year, EUR 254 permit for recent graduates, with free access to work) when the application is made. You previously held one and apply within 3 years of graduating or defending a doctorate. Or you never held one but meet its requirements and apply within 3 years of graduation.<\/p>\n<h2>How the application runs from the UAE<\/h2>\n<p>Unless you hold an exempt passport (Australia, Canada, Japan, New Zealand, South Korea, Switzerland, the UK, the USA and the EU\/EEA states among them), you need a provisional residence permit, the MVV. The IND describes it as an entry visa for people staying more than 90 days.<\/p>\n<p>The MVV and the residence permit are applied for together. Your employer submits one online application and pays EUR 423, and the IND has 90 days to decide. After approval you collect the MVV at the Dutch embassy or consulate within 3 months, with a passport valid for at least 6 months. The residence card is collected at an IND desk after arrival.<\/p>\n<p>Two dates cause confusion when people plan a move around a notice period or a school year. The decision period (90 days here; 30 days for a Blue Card filed by a recognised sponsor) ends with the IND&#8217;s decision, and at that point nothing is in the passport. The 3-month collection window at the consulate starts after that. Plan your resignation around the second date rather than the first.<\/p>\n<p>The permit runs for the length of the contract, up to 5 years, and allows work for your sponsor plus self-employment on the side. If the job ends you have a search period of 3 months to find a new recognised sponsor, or 6 months if you have held the permit for 2 years or more and the job ended on or after 22 May 2026.<\/p>\n<h2>The European Blue Card alternative<\/h2>\n<p>The Netherlands also issues the EU Blue Card. The salary bar (EUR 5,942), the fee (EUR 423) and the search period are the same as for the highly skilled migrant permit. The differences:<\/p>\n<ul>\n<li>The employer does <strong>not<\/strong> need to be a recognised sponsor. If your Dutch employer will not pay for recognition, the Blue Card may be the only door.<\/li>\n<li>You need a higher education qualification of at least 3 years relevant to the job, or 5 years of relevant experience at that level (3 years within the last 7 for IT professionals). The highly skilled migrant route has no degree requirement.<\/li>\n<li>The contract must run for at least 6 months, and the decision period is 30 days for recognised sponsors, 90 days otherwise.<\/li>\n<li>Regulated professions, including healthcare (BIG registration), need Dutch authorisation first.<\/li>\n<\/ul>\n<h2>The 30% ruling in 2026, and what changes in 2027<\/h2>\n<p>Dutch salaries are taxed through payroll, so the amount paid into your account will be lower than the figure in the contract. The Expat Scheme, which is the Belastingdienst&#8217;s name for the 30% ruling, reduces that gap where you qualify.<\/p>\n<p>Your employer may pay up to 30% of your salary untaxed to cover the extra costs of moving. The employer is not obliged to pay the full 30%, so agree the figure before you sign. Conditions as at August 2026:<\/p>\n<ul>\n<li>You were recruited from outside the Netherlands and lived more than 150 km from the Dutch border for more than 16 of the 24 months before your first working day. A UAE address satisfies this comfortably.<\/li>\n<li>Your annual salary, excluding the allowance, is above EUR 48,013 (2026), or above EUR 36,497 if you are under 30 with a master&#8217;s degree.<\/li>\n<li>The decision lasts up to 5 years, reduced by earlier periods spent in the Netherlands. The maximum untaxed allowance in 2026 is EUR 78,600.<\/li>\n<li>You and your employer apply together; the Belastingdienst answers within 8 weeks.<\/li>\n<\/ul>\n<p>Two changes are in motion. Partial foreign tax liability can no longer be chosen from the 2025 tax return; only pre-2024 users keep it, until their 2026 return. From 1 January 2027 the percentage is set to fall to 27% and the salary standard to rise to EUR 50,436 (EUR 38,388 for the under-30 master&#8217;s group). Those who started in 2024 to 2026 keep 30% through 2026 and move to 27% from 2027. Pre-2024 starters keep 30% for their full 5 years. business.gov.nl notes the measure is still subject to parliament, so treat the 2027 figures as planned and not yet final.<\/p>\n<h2>Family and permanent residence<\/h2>\n<h3>Your partner<\/h3>\n<p>Your spouse or registered partner can apply at the same time. The partner permit costs EUR 254 and has a 90-day decision period. The IND states that your partner &#8220;is free to work&#8221; if you hold a highly skilled migrant permit or a Blue Card; no separate work permit is needed.<\/p>\n<h3>Permanent residence after 5 years<\/h3>\n<p>Both permits are non-temporary purposes of residence, so the years count. You need 5 consecutive years of valid residence with your main home in the Netherlands, permits always extended on time, a sustainable income, BRP registration, and the civic integration exam at at least level A2 or an exemption. The fee is EUR 254 and the IND has 6 months to decide.<\/p>\n<h2>From the UAE: what this means for you<\/h2>\n<p>Most of the work from Dubai or Abu Dhabi goes into finding a recognised sponsor. Search the IND Work register for companies in your sector and apply to those. It helps to state in your application that you know they can sponsor a <em>kennismigrant<\/em> without a labour market test. Internal transfers within a recognised multinational are often the simplest route.<\/p>\n<p>Documents: the IND requires foreign official documents to be legalised and translated into Dutch, English, French or German. UAE-issued and home-country certificates go through different chains, so start with the slowest one. Attest your degree first, because the Blue Card and the under-30 rate of the 30% ruling both depend on it.<\/p>\n<p>Timelines: plan around the statutory windows. If your employer is not recognised, either the company applies for recognition or you use the EU Blue Card with a qualifying degree.<\/p>\n<h3>Does the 30% ruling come automatically with the permit?<\/h3>\n<p>No. It is a separate application to the Belastingdienst, made jointly with your employer, with its own salary test and the 150 km rule.<\/p>\n<h3>Does my time count towards permanent residence?<\/h3>\n<p>Yes.
