The thresholds are reset every January, so an offer negotiated against last year&#8217;s line can fall short this year. It is a share of the annual contribution assessment ceiling in German pension insurance: 50 per cent for the standard card and 45.3 per cent for the reduced band. Because the ceiling changes each January, the minimum salaries for the coming year are announced in the Federal Gazette by 31 December.<\/p>\n<p>For 2026 the federal figures are set out below. The Dubai consulate&#8217;s own 2026 sheet shows slightly different numbers for the reduced routes: \u20ac45,935 for MINT academic professions and \u20ac45,630 for IT applicants without a degree. The threshold is tested at first issue, at renewal and when you change employer. A card that has already been issued is not affected by a January increase until one of those events occurs. A separate rule applies to applicants over 45 who are coming to Germany for employment for the first time: the consulate asks for a gross annual salary of at least \u20ac55,770 in 2026, or proof of adequate old-age pension provision.<\/p>\n<h2>Who qualifies: the degree test, the shortage list and the IT route<\/h2>\n<h3>A recognised or comparable degree<\/h3>\n<p>Salary is the first test. The degree is the second, and an offer above \u20ac50,700 does not remove it. For a non-regulated profession you must show that your foreign degree is comparable to a German higher-education qualification. The reference database is anabin, maintained by the Central Office for Foreign Education (ZAB), and the Dubai consulate expects the anabin printouts to be in the file when you apply.<\/p>\n<p>Your university must appear in anabin with status H+ (state-recognised). H+\/- means further conditions apply, and the record for the degree itself must show a comparability rating. If your university or your degree is missing from the database, you apply to ZAB for a Statement of Comparability (Zeugnisbewertung) before you file. Tertiary qualifications that take at least three years to complete, such as master craftsperson training, count as degree-level. In medicine, nursing and similar fields you also need the licence to practise, or written assurance that it will be granted, at the time of application. Recognition cannot be deferred until after arrival in Germany; it has to be in place before the visa is filed.<\/p>\n<h3>Shortage occupations<\/h3>\n<p>The reduced threshold applies to jobs on the shortage list, which is defined by ISCO-08 groups: manufacturing, mining, construction and distribution managers; ICT service managers; professional services managers such as childcare and health services managers; science and engineering professionals including architects and planners; medical doctors; nursing and midwifery professionals; veterinarians; dentists, pharmacists, physiotherapists and other health professionals; teachers at every level; and ICT professionals from software developers to network specialists. The BA checks that the job genuinely sits within one of these groups and that the pay matches what a comparable German worker would receive.<\/p>\n<h3>IT without a degree<\/h3>\n<p>A Blue Card is possible without any degree. You need at least three years of professional IT experience at an academic level within the last seven years, the experience must correspond to the job you are taking, and the contract must run for at least six months. There is no anabin step on this route because there is no qualification to compare. Instead the BA decides whether your experience is comparable to a higher-education qualification, and its approval is required.<\/p>\n<h2>What the card gives you, and the rules that trip people up<\/h2>\n<p><strong>Validity.<\/strong> A permanent contract gives a four-year card. A shorter contract gives a card for the length of the contract plus three months. The consulate issues an entry visa, normally valid for twelve months, and within that period you apply to the foreigners authority in Germany for the card itself. The card fee can reach \u20ac100.<\/p>\n<p><strong>Changing employer.<\/strong> You may change jobs without permission. During the first twelve months of employment you must report the change, and the foreigners authority may suspend it for up to 30 days while it checks that the new job still meets the Blue Card conditions. After twelve months no report is needed.<\/p>\n<p><strong>Losing your job.<\/strong> Your employer must notify the foreigners authority within four weeks. The authority must give you at least three months to find new work, or six months if you have held the card for two years. Alternatively you can switch to a jobseeker permit for up to six months or to an Opportunity Card for up to twelve.<\/p>\n<p><strong>Family.<\/strong> Your spouse and children do not need German before entry and may take up any employment on arrival. Since 1 March 2024 proof of sufficient living space is no longer required. From the same date, parents and parents-in-law may join you when your first card is issued, provided they hold adequate health insurance; parents-in-law qualify where your spouse also lives in Germany with a residence title.<\/p>\n<p><strong>Permanent settlement.<\/strong> After 27 months of employment with pension contributions and German at A1, you can apply for a settlement permit. With German at B1 the qualifying period falls to 21 months. In both cases you also sit the &#8220;Living in Germany&#8221; test and show adequate housing and income.<\/p>\n<h2>Blue Card or Opportunity Card?<\/h2>\n<p>The Blue Card requires a job offer before you apply. You count as habitually resident once your Emirates ID has been issued for at least six months; if it is younger than that, you apply at the German mission responsible for your previous place of residence. Check the Consular Services Portal (Auslandsportal) first, since many categories are now filed online. If yours is not, book a free appointment through RK-Termin. The consulate advises that appointments are limited and that applicants should check back regularly as new slots are released.<\/p>\n<p><strong>Documents on the 2026 Skilled Employment sheet.<\/strong> The printed Videx form with barcode page; a passport issued within the last ten years with two consecutive blank pages, plus copies of your UAE residence visa and Emirates ID; two biometric photos under six months old; the employment contract or binding offer stating gross annual salary; the BA&#8217;s Erkl\u00e4rung zum Besch\u00e4ftigungsverh\u00e4ltnis and job description forms completed by the employer; anabin printouts for university and degree, or the ZAB statement; a CV with all certificates; and incoming health insurance, since travel insurance is not accepted. A BA pre-approval is optional. Any document not in German or English needs a translation.<\/p>\n<p><strong>Attestation.<\/strong> The consulate&#8217;s 2026 Skilled Employment sheet does not list attested degree certificates. The anabin printouts or ZAB statement serve that purpose, although the consulate reserves the right to request further documents. A family reunion application is different: it needs a legalised marriage certificate together with proof of accommodation, subsistence and health insurance. The legalisation of the marriage certificate can be started while the main application is being prepared.<\/p>\n<p><strong>Language tests.<\/strong> None are needed for the Blue Card itself. Your spouse is exempt from the usual A1 requirement as the family member of a skilled worker. A1 or B1 becomes relevant later for settlement, assessed by the foreigners authority in Germany. Where a family reunion visa does require A1, the Dubai consulate accepts certificates from ALTE-recognised institutes: Goethe-Institut, telc, \u00d6SD and TestDaF.<\/p>\n<p><strong>Timelines.<\/strong> The fee is \u20ac75 for adults and \u20ac37.50 for children, paid in dirhams. The consulate states that applications can take up to 12 weeks, with no status updates during standard processing. The BA has two weeks to respond on approval, or one week under the fast-track procedure. We recommend having the employer forms and the anabin printouts ready before you book, because both depend on third parties. What now?<\/h3>\n<p>Apply to ZAB for a Statement of Comparability before you file. The Dubai consulate asks for it when the university or degree is missing from the database.<\/p>\n<h3>Can my spouse work in Germany?<\/h3>\n<p>Yes.
