Canada&#8217;s main economic immigration system, Express Entry, was built so that skilled people can apply for permanent residence on the strength of their education, work experience, language results and age, with no employer involved. Since 25 March 2025, a job offer does not even add points to your Express Entry score. That is the short answer. The longer answer explains where an offer still matters, what a Labour Market Impact Assessment really is, and why most &#8220;Canada work permit&#8221; offers sold in Dubai fall apart on inspection.<\/p>\n<h2>How Express Entry works without an employer<\/h2>\n<p>Express Entry is a pool, not a queue. You create a profile, you are scored under the Comprehensive Ranking System (CRS), and Immigration, Refugees and Citizenship Canada (IRCC) invites the highest-ranked candidates in periodic rounds. Nobody in Canada has to know you exist.<\/p>\n<p>To enter the pool through the <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/services\/immigrate-canada\/express-entry\/eligibility\/federal-skilled-workers.html\">Federal Skilled Worker Program<\/a>, the usual route for people applying from abroad, you need:<\/p>\n<ul>\n<li>At least one year of continuous, paid, skilled work experience in the last ten years, in an occupation classified as TEER 0, 1, 2 or 3 under Canada&#8217;s National Occupational Classification.<\/li>\n<li>Language test results of at least Canadian Language Benchmark 7 in all four abilities (IELTS General Training, CELPIP or the French equivalents).<\/li>\n<li>Foreign education assessed through an Educational Credential Assessment (ECA).<\/li>\n<li>At least 67 points out of 100 on the Federal Skilled Worker selection grid.<\/li>\n<li>Proof of settlement funds, unless you already have a valid offer and authorisation to work in Canada. The amounts are published by IRCC and updated each year.<\/li>\n<\/ul>\n<p>Once you are in the pool, your CRS score decides whether you are invited. The <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/services\/immigrate-canada\/express-entry\/eligibility\/criteria-comprehensive-ranking-system.html\">CRS criteria page<\/a> lists every factor. Age, education, first-language scores and Canadian experience carry the heaviest weight. You can estimate your own score with our <a href=\"\/canada-pr-points-calculator\">Canada PR points calculator<\/a> before you spend anything on tests or assessments.<\/p>\n<h2>What changed in 2025: job offers no longer score points<\/h2>\n<p>Until March 2025, a qualifying job offer added 50 CRS points (200 for senior management roles). IRCC removed those points on 25 March 2025 for all current and future candidates. The change is stated on the official <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/services\/immigrate-canada\/express-entry\/documents\/offer-employment.html\">Express Entry job offer page<\/a>, which as of the latest IRCC update still reads &#8220;we no longer give points for job offers&#8221;. IRCC describes the change as in effect until further notice, so check that page before relying on it.<\/p>\n<p>The reason matters for UAE readers. The points were removed largely because job offers and the LMIAs behind them were being bought and sold. If someone in Dubai is offering you a Canadian job offer for a fee, you are being sold something that no longer improves your ranking, and that was never legal to sell in the first place.<\/p>\n<h2>Where a job offer still helps<\/h2>\n<p>An offer is not worthless. It simply no longer shortcuts the ranking.<\/p>\n<ul>\n<li>It can still count towards the 67-point Federal Skilled Worker eligibility grid, which is a separate test from the CRS.<\/li>\n<li>Some <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/services\/immigrate-canada\/provincial-nominees.html\">Provincial Nominee Program<\/a> streams require an offer from an employer in that province. A provincial nomination adds 600 CRS points, which is effectively an invitation.<\/li>\n<li>Other PNP streams do not need an offer at all. Several provinces run occupation-in-demand or Express Entry-aligned streams that select from the pool based on your profile. Which ones are open, and for which occupations, changes several times a year, so it must be checked on the province&#8217;s own site at the time you apply.<\/li>\n<li>With an approved offer you may be able to obtain a temporary work permit and build Canadian work experience, which does carry substantial CRS weight.<\/li>\n<\/ul>\n<h2>The LMIA, explained without the sales pitch<\/h2>\n<p>A Labour Market Impact Assessment is a decision by Employment and Social Development Canada that an employer may hire a foreign worker because no Canadian or permanent resident is available for the role. The <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/services\/work-canada\/hire-foreign-worker\/temporary\/find-need-labour-market-impact-assessment.html\">employer applies<\/a>, the employer advertises the job, the employer pays the processing fee, and the employer receives the decision. You are not a party to it.<\/p>\n<p>This is why a &#8220;positive LMIA&#8221; cannot be purchased by a worker. If an agent shows you an LMIA number, you can ask the named employer to confirm it directly, and you can ask why the employer did not simply hire you themselves. In practice, sponsored permits go to skilled roles where the shortage is real, and to a small number of agricultural and caregiver programmes with their own rules. General labour, driving and retail roles are rarely approved because a local worker can usually be found.<\/p>\n<h2>What IRCC is prioritising in 2026<\/h2>\n<p>IRCC has said that 2026 invitation rounds focus on candidates already working in Canada, and on category-based rounds tied to specific economic priorities such as French-language ability, health care and skilled trades. The department&#8217;s <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/transparency\/consultations\/2026-consultations-express-entry-selection.html\">2026 category-based selection consultation<\/a> sets this out. For someone applying from the UAE with no Canadian experience, the practical consequences are:<\/p>\n<ul>\n<li>A strong general CRS score still gets invited in all-programme rounds, but the cut-off has been high.<\/li>\n<li>Fitting a category (for example, a health occupation, a skilled trade, or French at CLB 7) can produce an invitation at a much lower score.<\/li>\n<li>Provincial nomination is often the most realistic path for mid-range scores.<\/li>\n<\/ul>\n<p>Recent cut-off scores are published after every round on canada.ca. Compare your calculator result with the last few rounds before you decide whether to invest in an ECA and a language test.<\/p>\n<h2>If you were told you need an offer<\/h2>\n<p>Ask who told you and what they were selling. If your profile has a degree, three or more years of skilled experience and the ability to score CLB 7 or higher, you very likely do not need an offer and should not pay for one. If your profile does not have those things, an offer will not fix it, because the Federal Skilled Worker eligibility test still applies. The one exception is a genuine, unsolicited offer from a Canadian employer who is willing to go through the LMIA process at their own cost. That does happen, mostly for people in health care, engineering and specialised trades.
