The pattern is consistent. Someone contacts you with a Canadian job that pays better than anything available locally, then asks for money to secure it. No legitimate Canadian employer hires this way.

This guide covers how these scams are built, the five signals that give them away, and how to check an offer against official sources before you pay anyone anything.

How the scam usually works

Most fake job offers follow a short script. First contact arrives through WhatsApp, LinkedIn, Telegram, or a recruitment “agency” with a professional-looking website. You receive a document that looks official: company letterhead, a salary in Canadian dollars, sometimes a forged Labour Market Impact Assessment (LMIA) or a fake letter on IRCC formatting.

Then the requests for money begin, usually in stages. A registration fee. A visa processing fee. A payment to release the LMIA. Each amount looks small next to the salary being promised, and each one is followed by a new obstacle requiring another payment. When payments stop, contact stops.

The documents are often convincing. Scammers copy real government formatting and use the names of real Canadian companies. Judging an offer by how the paperwork looks is not a reliable test. Judging it by the process is.

1. You are asked to pay for the job or for the LMIA

This is the clearest signal, and it helps to understand why.

When a Canadian employer hires a foreign worker through the Temporary Foreign Worker Program, the employer applies to Employment and Social Development Canada (ESDC) for a Labour Market Impact Assessment. The LMIA processing fee is CAD 1,000 per position and the employer pays it. ESDC policy prohibits employers and third-party representatives from recovering that fee from the foreign worker, and the same applies to recruitment costs. An employer who breaks this rule can receive a negative LMIA and be barred from the program.

So an “LMIA for sale” is not an expensive shortcut. It is either outright fraud or a serious violation that puts your own status at risk. If anyone offers to sell you an LMIA or a job offer, the offer is not legitimate no matter how good the paperwork looks.

You will pay government fees at some point in a real application. Those go to the Government of Canada through official channels and IRCC publishes the amounts. They are never collected by personal bank transfer, cash, cryptocurrency, gift cards, or a money transfer service.

2. Someone guarantees the visa, the job, or permanent residence

Nobody can promise you a Canadian visa. Decisions rest with IRCC officers who assess each application against published criteria, and neither an employer nor a representative can commit to an outcome on their behalf.

Treat this language as a warning: “100% approval”, “guaranteed PR”, “we have a direct contact inside IRCC”, “your file is pre-approved”. A genuine representative will tell you what your profile qualifies for, what it does not, and where the weak points are.

3. The work permit route does not hold together

Many employer-specific work permits require an approved LMIA, though a large number of permits are issued under the International Mobility Program instead, which is LMIA-exempt. Intra-company transfers and permits issued under trade agreements are common examples. What matters is that the employer can state clearly which route applies to your role and can produce consistent documentation for it.

Ask directly. Which program is this offer under? If an LMIA is involved, has it been approved, and for which position and work location? Who is the employer of record, and is that the same entity named in the contract?

Vague answers, or pressure to stop asking, is itself a result.

One point that removes a lot of leverage from scammers: a job offer is not required for most Express Entry candidates. A great deal of fraud depends on convincing people that they cannot move to Canada without buying one.

4. The offer arrives unsolicited and comes with a deadline

Real recruitment involves assessment. Interviews, reference checks, credential verification, questions about your notice period. A Canadian employer filling a skilled role does not send a signed contract to someone they have never spoken to.

Urgency is the other half of the method. “The quota closes on Friday.” “Another candidate is waiting.” “The employer will withdraw if payment is not received today.” Pressure exists to stop you from checking. A genuine offer survives a week of verification.

Look closely at the sender as well. A real company at company.ca writing to you from company-ca-hr.com or a free email address is not that company.

5. The representative is not authorized

If you pay someone for immigration advice or representation, Canadian law requires them to be authorized. In practice that means a consultant licensed by the College of Immigration and Citizenship Consultants (CICC), a lawyer or paralegal in good standing with a Canadian provincial or territorial law society, or a Quebec notary.

IRCC publishes a page explaining how to check whether your representative is authorized, and the CICC maintains a public register you can search by name. Anyone who cannot be found in those places is not permitted to charge you for representation.

An unauthorized agent is a problem well beyond the money. Applications containing documents you did not verify can be refused, and a finding of misrepresentation can bar you from applying to Canada for five years.

How to verify an offer before you pay anything

Work through these in order. None of them costs money.

Contact the employer independently. Find the company through its own website or a public business registry, then call the main number listed there. Do not use the phone number or email address printed in the offer letter.

Confirm the person exists in that role. Ask the company’s main line to transfer you to the hiring manager named in your documents.

Check the representative on IRCC’s authorized-representative page and the CICC public register before you sign anything or transfer money.

Compare the salary against Job Bank. The Government of Canada publishes wage ranges by occupation and region. A figure far above the published range for that role and city is worth questioning. This is a signal rather than proof, but it catches a lot of invented offers.

Read IRCC’s published fee schedule so you know what government fees actually cost and where they are paid.

What to do if you have already been targeted

Stop sending money. These scams are built to keep you paying by promising that the next payment resolves everything.

Keep all of it: messages, offer letters, receipts, transfer references, names, phone numbers, and the account details you paid into. That is what any investigation will need.

Report it. IRCC explains the reporting routes on its immigration fraud and scams pages, and the Canadian Anti-Fraud Centre collects reports from people inside and outside Canada. If you paid from the UAE, contact your bank immediately and report to your local police. Recovering money is never certain, and it is far more likely when the report is made within days rather than months.

If you have already submitted an application using documents supplied by an agent you cannot verify, have it reviewed before IRCC reaches it. Correcting a file yourself is a much better position than having an officer find the problem.

The short version

The strongest protection is a rule rather than a checklist. You do not pay anyone to be given a job, and you do not pay an individual a fee for a government process. Employers pay for LMIAs. Government fees go to the government. Anything outside that deserves a hard look before your money moves.

Not sure about an offer you have received?

Cosmos Immigration is an immigration consultancy based in Dubai. If you have a job offer or an agent you are unsure about, we can review it with you and tell you what your profile actually qualifies for, including whether you need a job offer at all. Request a profile assessment.

Job-offer fraud is one of the most common scams aimed at workers in the Gulf.
