IRCC says to be careful of anyone who won’t answer your questions, and that it may return or refuse an application made through an unauthorized paid representative, in Canada or abroad.

You do not have to hire anyone. IRCC publishes every form and guide free, and says using a representative does not draw special attention to your application or mean it will be approved. If you do pay for help, these are the questions the regulators point you to.

At a glance

Question to ask

What the official sources say (checked 28 October 2026)

Are you on the register?

Canada: law society, Chambre des notaires du Québec or College of Immigration and Citizenship Consultants (CICC) member in good standing. IRCC fees are the same worldwide and paid to the Receiver General for Canada.

What are my chances?

Australian agents must be honest about them. IRCC says no one can promise you a job or a visa to Canada.

What if it goes wrong?

Complain to the CICC or law society, OMARA, the IAA, or through GOV.UK.

Question 1: Are you on the official register, and under which name?

Registration sits with an individual, so ask for the full name and registration number of the person who will advise you and check it yourself on the regulator’s site, not on a certificate on the wall.

Canada. IRCC accepts three kinds of paid representative: members in good standing of a Canadian provincial or territorial law society, notaries who are members in good standing of the Chambre des notaires du Québec, and citizenship or immigration consultants who are members in good standing of the College of Immigration and Citizenship Consultants. The College’s Public Register lists Regulated Canadian Immigration Consultants (RCICs) and Regulated International Student Immigration Advisors (RISIAs).

The College says you can use it to see whether someone is in good standing and whether they have been subject to disciplinary action. Law society members are checked with their law society; IRCC links to each from its page on checking whether a representative is authorized. Any payment or other compensation makes someone a paid representative.

Australia. Every registered migration agent has a Migration Agents Registration Number (MARN). You can search the OMARA Register of Migration Agents by name, MARN, business name or location. OMARA’s guide says that if a person does not appear in the results, they are not registered with OMARA. Since 22 March 2021, people admitted to practise law in Australia can give immigration help without being registered agents, so they do not appear on this Register and are checked with their state or territory professional body instead.

New Zealand. The Immigration Advisers Authority (IAA) says anyone who gives you advice about New Zealand immigration must be authorised by it, unless they are exempt, and that giving advice without that authorisation is a criminal offence. People outside New Zealand may advise on student visas without that authorisation, but anyone offshore advising on other visa types, including work and residence, must be authorised. That covers advisers in the UAE.

United Kingdom. GOV.UK says all immigration advisers must be registered with the Immigration Advice Authority (the UK body, formerly the OISC) or be a member of an approved professional body. Use the IAA Adviser Finder, and ask which of the three levels the adviser holds: only level 3 can appear for you at an immigration tribunal.

Our longer guide covers both checks in more detail: how to verify an immigration consultant on the CICC and MARA registers.

Question 2: Who will actually work on my file?

Ask who gives the advice, who prepares the forms, and whose name goes on the government paperwork. The rules let you check the answer:

Canada. The College’s Code of Professional Conduct requires the consultant’s written service agreement to include a statement about supervision of assistants and the names of the people likely to help on your file. When the consultant represents you before IRCC, they sign the Use of a Representative form (IMM 5476).

Australia. The service agreement must be signed by you and by the agent or another registered agent in the agent’s business, and it must authorise the agent to act for you.

IRCC also suggests asking about training and experience, references, and how long they have been in business.

Question 3: Will I get a written agreement before I pay anything?

The answer should be yes, and in most of these systems it is a rule, not a courtesy.

Canada. A CICC consultant must enter into a written service agreement with you before providing any services beyond an initial consultation, and must give you a draft first. It must include their name and registration number, itemized services and time frames, the fee (hourly with estimated hours, or fixed), estimated disbursements, payment terms, the refund policy, the complaint procedure and a commitment to timely updates. IRCC adds: read the contract carefully and check it lists every service and the fee you discussed.

Australia. The OMARA Code of Conduct says an agent must not give you immigration help unless a written service agreement, signed by you and the agent, is in force. An agent must also not take money from you for that help before the agreement is in force, and must give you OMARA’s consumer guide.

New Zealand. The IAA says advisers must enter into a written agreement with you that sets out their services and costs.

United Kingdom. Your adviser must send you a letter immediately after you hire them, saying what work they are doing for you, how much you will be charged and how you will pay.

If someone asks for a deposit “to hold your place” before you have seen an agreement, treat that as your answer.

Question 4: What is your fee, and what does it not include?

Regulators do not set one fee for private advisers, so ask about structure:

Is it fixed or hourly? CICC and OMARA agreements must state one or the other. Under the OMARA Code, if you agree an hourly rate with an estimate of time, you should not be charged beyond that estimate unless exceptional circumstances arise after signing.

What is not included? Ask whether government fees, biometrics, medical exams and translations are in the price or extra. GOV.UK notes that even advisers who do not charge you will still expect you to pay expenses such as translation costs and application fees.

What happens if I stop part way? GOV.UK tells you to ask how much you will have to pay if you decide you no longer want to use the adviser. The CICC agreement must state the refund policy.

Will I get receipts? IRCC says to get a signed receipt every time you pay your representative. GOV.UK says a signed and dated receipt. Australian agents must give you an itemised invoice before charging you and a receipt after you pay.

On government fees, IRCC is clear: its processing fees are in Canadian dollars and are the same around the world, fees for Canadian government services are paid to the Receiver General for Canada unless a visa office website says otherwise, and visa application centres do not charge you to give biometrics because the appointment is included in the biometrics fee. IRCC will never ask you to deposit money into a personal bank account or send money through a private money transfer company.

Question 5: What do you honestly think of my chances?

A good answer names the weak points in your case, such as a gap in your work history or a reference letter a former UAE employer may not sign. A bad answer is a promise.

The OMARA consumer guide says registered agents must be honest about your chances of getting a visa, and that anyone who helps with your immigration matter cannot promise you a visa. IRCC says only immigration officers in Canada and at Canadian embassies, high commissions and consulates can decide to issue a visa. Under the CICC Code, a summary of any preliminary advice goes into the service agreement, so ask for it in writing.

Also ask how they will keep you updated. Australian agents must tell you in writing when they lodge an application for you and give you a copy of it. IRCC tells applicants to make sure their representative updates them often.

Question 6: What happens if I want to stop, or need to complain?

Ask how you end the arrangement, what happens to your documents, and who regulates the adviser.

Your documents. IRCC’s advice: do not leave original documents or photos with your representative, do not sign blank forms, do not sign anything you cannot read, and get copies of every document your representative prepares. The CICC agreement must cover the return of original documents.

Complaints in Canada. IRCC says to report the representative through its web form if you have an application, report the matter to the Canada Border Services Agency’s Border Watch Line, and complain to the CICC for a consultant or to the provincial or territorial law society for a law society member.

Complaints elsewhere. OMARA takes complaints about Australian agents through the form on its website. The IAA handles complaints about New Zealand advisers and about anyone advising without authorisation. GOV.UK has a complaints route for UK advisers, and warns that you cannot get your money back if the adviser was not regulated.

Red flags IRCC warns about

IRCC’s fraud pages list the warning signs. Walk away if a representative or agency:

promises approval. IRCC warns against representatives who promise approval of an application, and says no one can promise you a job or a visa to Canada.

sells you a job offer. IRCC tells employers of temporary foreign workers to make sure workers are not charged any recruitment fees, and warns about sites offering high-paying jobs to trick people into paying. If a “job plus visa” package needs a payment to release the job or the paperwork, read our guide on whether an immigration consultant can get you a job.

offers faster processing or special deals. IRCC says not to pay for offers of entry into Canada or faster processing, because those claims are false, and that its own staff never offer special deals.

advertises free help, then charges. IRCC lists this as a sign of representative fraud.

charges to speed up biometrics. IRCC lists claims to expedite a biometrics appointment for a fee as a warning sign.

tells you to lie. IRCC is direct about this: you are responsible for everything in your application even if a representative completes it. If you, your representative or your interpreter send false documents or information, the application will be refused and you could be banned from Canada for at least 5 years.

From the UAE: what this means for you

Ask for the adviser’s full name and registration number at the first meeting, and check it on the regulator’s register before you pay.

Location does not change the rule for Canada. IRCC says it may return or refuse an application made through an unauthorized paid representative in Canada or abroad.

Get the agreement in writing, in a language you can read, and keep the receipts for every payment.

Pay government fees through the official channels and never into a personal account.

Keep your original passport, degree certificates and reference letters yourself, and give copies.

Frequently asked questions

Do I need a consultant to apply for a Canadian visa?

No. IRCC says you can download every form and guide free on its website, and that using a representative does not draw special attention to your application. If you pay someone, they must be an authorized representative.

How do I check if an immigration consultant in Dubai is registered?

Ask for their name and registration number, then search the official register: the CICC Public Register for Canada, the OMARA Register for Australia, the IAA’s search for New Zealand and the IAA Adviser Finder for the UK. Members of a law society are checked with their law society instead. If the person cannot be found on the register that applies, do not pay them for advice.

Can a consultant charge me for a job offer in Canada?

IRCC tells employers hiring temporary foreign workers to make sure the workers are not charged any recruitment fees, and warns that offers of high-paying jobs are used to trick people into paying. Treat any request for payment to secure a job offer as a red flag.

What to do next

If you want a second view on your eligibility before you commit to anyone, start with a free assessment or call 04 357 7796. We are working with CICC- and/or MARA-registered advisers.
