Australia, New Zealand and the United Kingdom each run their own qualification checks and their own migration settings, and a route that works for a primary school teacher does not always work the same way for an early childhood educator. This guide walks through the current pathways for both groups, country by country.

At a glance

In Australia, the Australian Institute for Teaching and School Leadership (AITSL) has been the gazetted skills assessment authority for teachers since 2006, covering seven teacher occupations, while a separate body, ACECQA, assesses early childhood education and care occupations.

From 26 March 2025, New Zealand added primary and intermediate school teachers to the Green List’s Straight to Residence pathway, meaning eligible teachers can apply for residence as soon as they have a job offer, including from offshore.

New Zealand’s Green List also lists Early Childhood (Pre-primary School) Teacher as a Tier 1 occupation, but it requires registration and a practising certificate from the Teaching Council of Aotearoa New Zealand.

Teachers trained in Australia, Canada or New Zealand can apply for UK Qualified Teacher Status (QTS) without first having a UK teaching job, provided they meet the Department for Education’s requirements.

Australia: two separate gates, not one

If you are a UAE-based teacher looking at Australia’s skilled migration visa options, the first thing to understand is that “teacher” and “early childhood educator” go through two different assessing authorities, not one.

AITSL has been the gazetted authority for assessing the skills of people who want to migrate to Australia as teachers since 2006. It currently assesses seven teacher occupations: Primary School Teacher, Middle School Teacher, Secondary School Teacher, Special Needs Teacher, Teacher of the Hearing Impaired, Teacher of the Sight Impaired, and Special Education Teachers. A positive AITSL assessment is one part of a longer process: state and territory teacher registration is a separate, additional step before you can stand in front of an Australian classroom.

Early childhood education and care occupations sit with a different body: the Australian Children’s Education and Care Quality Authority (ACECQA), the approved Migration Skills Assessment authority for these occupations. ACECQA assesses your qualification and, where relevant, your employment experience, against the assessment standards for a skilled worker in your nominated occupation.

Who you are

Assessing authority

What is assessed

Primary, middle, secondary, special needs, or hearing/sight-impaired teacher

AITSL

Teaching qualification and professional standing, against seven defined teacher occupations

Early childhood educator

ACECQA

Early childhood education and care qualification, and employment experience where relevant

Because these are two different gateways, confirm early which one applies to your qualification and title before you start gathering documents. A degree assessed by the wrong body wastes months.

New Zealand: teachers now go straight to residence

New Zealand has made one of the more significant changes on this list. From 26 March 2025, the New Zealand Government added primary and intermediate school teachers to the Green List’s Straight to Residence pathway. Before this change, these teachers sat on the Work to Residence pathway, meaning they had to work in New Zealand for a period before applying for residence. Now, eligible teachers can apply for New Zealand residence as soon as they have a job offer in a Green List Tier 1 role, from offshore, including from right here in the UAE.

The Green List’s Tier 1 teaching occupations include Early Childhood (Pre-primary School) Teacher, Primary School Teacher, Secondary School Teacher, Middle/Intermediate School Teacher, and Special Needs Teacher. For early childhood educators specifically, Immigration New Zealand’s operational manual sets out that the role requires registration with the Teaching Council of Aotearoa New Zealand and a practising certificate issued by that Council, alongside a Graduate Diploma in Teaching (Early Childhood Education) or a comparable qualification the Council accepts for registration.

There is a step before registration that many UAE-based applicants overlook. If you completed your teaching qualification outside New Zealand, you must apply for a Teaching International Qualification Assessment (Teaching IQA) through the New Zealand Qualifications Authority (NZQA) to register as a teacher in New Zealand. The Teaching IQA compares your overseas qualification against New Zealand’s Initial Teacher Education standards and confirms which education sector, Early Childhood, Primary or Secondary, it most closely matches.

In practical terms, a UAE-based early years teacher considering New Zealand is managing the Teaching IQA and Teaching Council registration alongside the visa or residence application, so getting the order right matters.

The UK: Qualified Teacher Status without a job first

The UK route works differently again. Overseas-trained teachers who qualified in Australia, Canada, the European Economic Area, Guernsey, Hong Kong, Jersey, New Zealand, Switzerland, Ukraine, or the USA can apply for Qualified Teacher Status (QTS) in England without first being employed in a UK teaching role, provided they meet the Department for Education’s (DfE) mandatory requirements. That matters for many of our Dubai and Abu Dhabi clients, because it means you can start the QTS process before you have a UK school lined up.

To be eligible for QTS, the DfE requires a bachelor’s degree of the same academic standard as a UK undergraduate degree, verified by UK ENIC (the UK’s national agency for international qualifications and skills); full professional status to teach in the country where you trained; no conditions or restrictions on your teaching practice; and at least one school year of teaching experience after qualifying, verified through references from a school’s official email domain.

It is worth being precise about what QTS does and does not do. The DfE states that having QTS means schools in England are more likely to employ you, but the service itself cannot award you a teaching job or help with your visa, since teachers in England are employed by individual schools, not the DfE. Once a school offers you a role, that school becomes your sponsor for the separate UK visa process.

Canada, in one line

Canada also runs a well-established pathway for teachers and early childhood educators, and it deserves its own space rather than a rushed summary here. We have covered it in detail, including provincial routes, in our companion guide on Canadian pathways for teachers and early childhood educators, so if Canada is your priority destination, start there.

From the UAE: what this means for you

Working through any of these pathways from Dubai or Abu Dhabi adds a layer of practical steps underneath the migration rules themselves. Your teaching degree and transcripts will typically need attestation before an overseas assessing body or registration council will accept them, usually via your home country’s attestation chain and then UAE-side legalisation. Where a country requires a qualification comparison, such as New Zealand’s Teaching IQA or the UK’s ENIC verification, build in time for it to be requested, processed and returned before you can move to Teaching Council registration, a QTS decision, or an AITSL or ACECQA outcome.

Reference letters often catch people out: the UK’s QTS process wants references verified through a school’s official email domain, so if you have moved schools in the UAE more than once, track down current contacts now rather than once an application is open. The same discipline helps with any assessing authority, so gather qualification documents, transcripts, registration or licensing evidence, and employer references before you start. Because Australia, New Zealand and the UK each set their own standards, confirm which specific authority or registration council applies to your occupation before you begin.

Frequently asked questions

Do I need a job offer before I can move as a teacher?

It depends on the country. In New Zealand, the Green List’s Straight to Residence pathway for primary and intermediate teachers requires a job offer in a Tier 1 role before you can apply, even though you can apply from offshore. In the UK, you can apply for Qualified Teacher Status without first having a UK teaching job, but you still need a school to sponsor your visa once you have an offer. In Australia, the AITSL or ACECQA skills assessment is generally the first step, ahead of any job offer.

Can early childhood educators use the same route as school teachers?

Not automatically. In Australia, teachers go through AITSL while early childhood education and care occupations go through ACECQA, a different assessing authority. In New Zealand, Early Childhood (Pre-primary School) Teacher is a separate Green List occupation from Primary or Secondary School Teacher, with its own registration requirements through the Teaching Council of Aotearoa New Zealand.

Does a positive assessment or QTS mean my move is approved?

No. A skills assessment, a Teaching Council registration, or UK Qualified Teacher Status is each one part of a longer process. The UK’s Department for Education is explicit that QTS cannot award you a teaching job or help with your visa; you still need an employer and a separate visa application. Australia’s and New Zealand’s assessments work the same way, as a required step alongside visa or residence requirements, not a decision on the visa itself.

What to do next

If you are weighing up Australia, New Zealand, the UK or Canada as a teacher or early childhood educator, a free eligibility assessment is the fastest way to see which country’s assessing authority and registration requirements fit your qualification and experience.
