Each country runs its own examination before its regulator will register you, and the visa is a separate track that runs alongside it. This guide sets out, as at September 2026, what each regulator actually says and how the two tracks fit together.

At a glance

Canada: a degree from a program not accredited by the CDAC goes through the NDEB Equivalency Process (three exams) or an accredited Qualifying/Degree Completion Program, then a provincial licence.

Australia: the ADC assessment has three stages: initial assessment, written examination, practical examination. Pass the practical and you can apply to the Dental Board of Australia.

New Zealand: NZDREX is the NDEB Equivalency Process delivered through the Canadian board, so one set of exams can open both countries.

United Kingdom: most dentists with a primary qualification from outside the UK or EEA must pass the ORE before applying for GDC registration.

Visa routes: Express Entry healthcare category-based selection (Dentists, NOC 31110), Australia’s skilled occupation lists, New Zealand’s Green List tiers, the UK Skilled Worker route (SOC 2215).

The four routes side by side

Think of each country as two locked doors in a row. The dental regulator holds the key to the first, professional registration. The immigration department holds the key to the second. Neither key opens the other door.

Country

Regulator

Exam pathway as stated

Visa route as stated

Canada

NDEB for certification; a provincial regulator such as the RCDSO in Ontario for the licence

NDEB Equivalency Process (AFK, ACJ, NDECC) or an accredited Qualifying/Degree Completion Program, then the NDEB Certification Process

Express Entry category-based selection for healthcare occupations, Dentists NOC 31110, TEER 1

Australia

ADC for assessment; Dental Board of Australia for registration

Three stages: initial assessment, written examination, practical examination

Skilled visas tied to occupation lists set out in legislative instruments (MLTSSL, CSOL, ROL)

New Zealand

Dental Council of New Zealand

NZDREX (the NDEB Equivalency Process) or individual assessment of non-prescribed qualifications; Trans-Tasman recognition if already registered in Australia

Green List: Tier 1 for Straight to Residence, Tier 2 for Work to Residence

United Kingdom

General Dental Council (GDC)

Overseas Registration Examination (ORE), Part 1 and Part 2

Skilled Worker visa, SOC 2215 dental practitioners

Canada: NDEB first, then a provincial licence

Accreditation in Canada is decided by the Commission on Dental Accreditation of Canada (CDAC), and a program it does not recognise is non-accredited. That covers most dentists working in the UAE. With a DDS, DMD or BDS from a non-accredited program, the NDEB offers two pathways: the NDEB Equivalency Process, or an accredited Qualifying/Degree Completion Program.

The Equivalency Process is three examinations: the Assessment of Fundamental Knowledge (AFK), the Assessment of Clinical Judgement (ACJ) and the NDECC. Passing all three lets you move on to the NDEB Certification Process.

Here is the part people miss. NDEB certification qualifies you to apply for a licence in Ontario or another province or territory. It does not let you practise on its own. The Royal College of Dental Surgeons of Ontario (RCDSO) also requires work authorisation from IRCC before you practise: Canadian citizenship, permanent residence, or a work permit that allows the practice of dentistry or a health profession.

On that track, dentists (NOC 31110, TEER 1) are named among the healthcare occupations eligible for targeted rounds under Express Entry category-based selection, in addition to the general draws. Our Canada immigration page explains how Express Entry profiles are built.

Australia: the ADC’s three stages

If your qualification does not meet the requirements for direct registration with the Dental Board of Australia, the Australian Dental Council (ADC) assessment applies. It tests knowledge, judgement, clinical skills and professional competence in three stages: initial assessment, written examination and practical examination.

The initial assessment needs a minimum four-year full-time dental degree or diploma, takes about eight weeks to process, and stays valid for seven years. The written examination runs over two days and tests how you apply knowledge to clinical practice; the ADC has already published its 2026 Period 2 sitting for 16 and 17 September 2026. Once you pass the practical examination, you are eligible to apply for registration with the Dental Board of Australia.

For the visa, the Department of Home Affairs sets the eligible skilled occupations for each program in a legislative instrument, covering the Medium and Long-term Strategic Skills List, the Core Skills Occupation List and the Regional Occupation List. Check the current instrument for your program. Our Australia migration page walks through the points-tested and employer-sponsored options.

New Zealand: the Canadian exam, with a second door

The Dental Council of New Zealand (DCNZ) separates “prescribed” qualifications from the rest. If yours is not prescribed, you either sit an examination or apply to have your overseas qualifications, training and experience assessed individually. The examination is the New Zealand Dentist Registration Examination (NZDREX), delivered through the National Dental Examining Board of Canada.

NZDREX means passing the NDEB Equivalency Process: AFK, ACJ and NDECC. The DCNZ states that the AFK and ACJ can each be attempted a maximum of three times, and the NDECC an unlimited number of times within a 60-month period. The NDEB confirms the agreement from its side: anyone who completes the Equivalency Process can apply for licensure as a dentist in New Zealand.

Passing NZDREX is not enough. You must also meet the DCNZ’s fitness-for-registration requirements, and the Council says it will not register a candidate it does not consider fit even if the NDEB assessments are passed.

There is a second door. If you are already registered in Australia, you can register in New Zealand in a similar scope of practice under the Trans-Tasman Mutual Recognition Act 1997, without sitting NZDREX.

On the visa side, Immigration New Zealand’s Green List has two tiers. Tier 1 jobs allow a Straight to Residence Visa application. Tier 2 jobs allow a Work to Residence Visa application after a qualifying period of work. Check the live list for the current tier and requirements for “Dentist”. Our New Zealand page covers the resident visa pathways.

United Kingdom: the ORE and the Skilled Worker route

The General Dental Council (GDC) states that most applicants whose primary dental qualification was not gained in the UK or EEA will need to pass the Overseas Registration Examination (ORE) before applying for registration.

Part 1 tests how you apply knowledge to clinical practice. Part 2 is where you demonstrate practical clinical skills. You must pass Part 2 within five years of first attempting Part 1, with up to four attempts at each part. Fail either part four times and the GDC will not let you sit the ORE again.

The bigger issue in 2026 is capacity. The GDC says demand for places is currently extremely high, that all places this year were taken within 30 minutes of a booking window opening, and that candidates may have difficulty securing a place over the next 12 months or more.

For the visa, the Immigration Rules Appendix Skilled Occupations lists dental practitioners under SOC 2020 code 2215, covering dental surgeon, dentist, orthodontist and periodontist, as eligible for the Skilled Worker route, each grade with its own published going-rate salary threshold. Our skilled talent visas page compares sponsored work routes.

Two exam families, four countries

Step back and the map simplifies. The NDEB Equivalency Process is the entry exam for Canada and, through NZDREX, for New Zealand. The ADC process is the entry exam for Australia and, through Trans-Tasman recognition once you are registered there, a route into New Zealand as well. The ORE stands alone for the UK. That is why we ask dentists in our Dubai and Abu Dhabi offices to choose their exam family before they choose a city.

From the UAE: what this means for you

If your degree was not earned at a CDAC-accredited program and is not a DCNZ prescribed qualification, plan on the exam route everywhere. Your DHA, DOH or MOHAP licence does not replace those exams.

Start your document file now. Degree certificates, transcripts, your UAE registration and evidence of clinical experience are the raw material for every regulator. Where a regulator wants attested or certified copies, UAE attestation queues and embassy appointments add weeks.

Plan leave around fixed dates. ADC written sittings are published in advance, with the 2026 Period 2 exam on 16 and 17 September 2026. ORE booking windows fill in minutes, so treat each opening like a flight sale: alarm set, documents ready.

Use the validity windows. An ADC initial assessment stays valid for seven years, NDECC attempts sit inside a 60-month period, and the ORE gives you five years from your first Part 1 attempt to pass Part 2.

Run the visa track in parallel. In Ontario you cannot practise without IRCC work authorisation. Passing an exam does not create a visa, and a visa does not create a licence.

Frequently asked questions

Can one exam keep both Canada and New Zealand open?

Yes. NZDREX is the NDEB Equivalency Process, and the NDEB and the DCNZ have an agreement allowing those who complete it to apply for licensure in New Zealand. You still need a provincial licence in Canada and must meet the DCNZ fitness-for-registration requirements.

Does passing the ADC practical mean I am registered in Australia?

No. It makes you eligible to apply for registration with the Dental Board of Australia, which is a separate application.

How many attempts do I get at the ORE?

Up to four at each part, and you must pass Part 2 within five years of first attempting Part 1. Fail either part four times and the GDC will not let you sit the ORE again.

What to do next

If you are a dentist in the UAE, start with a free eligibility assessment so we can map your qualification and experience against the exam and visa routes above.
