Each tab gives a different answer about whether their job “counts”. We see this every week in our Dubai and Abu Dhabi offices. The routes have moved in 2026, some in your favour and some against. Here is what the official pages say as at September 2026.

At a glance

Canada: software and data occupations are off the Express Entry STEM category list (11 occupations remain); general draws, the Canadian Experience Class and the Federal Skilled Worker Program remain open.

Ontario: since 26 June 2026 one Ontario Workforce Priority stream covers any NOC occupation with a qualifying job offer.

Australia: Analyst Programmer, Developer Programmer and Software Engineer are on the Core Skills Occupation List; points visas need 65 points; the subclass 482 Core Skills threshold is AUD 76,515 for 2025–26.

New Zealand: developer, software engineer and tester roles sit on Green List Tier 1 (Straight to Residence Visa); the Skilled Migrant Category needs 6 points.

UK, Germany, Netherlands: UK going rates of £54,700 and £54,900; a German EU Blue Card route for IT specialists without a degree; a Dutch 2026 floor of €5,942 a month at age 30 and over.

Canada: the STEM list changed, and many blogs have not caught up

Many posts still list software engineers, software developers, data scientists and web developers as Express Entry STEM category occupations. Those posts are stale. The current STEM table on canada.ca lists only 11 occupations, dominated by engineering and engineering-technologist roles, plus insurance agents and brokers. Cybersecurity specialists are the one tech-adjacent role that remains. That is a real loss, and we will not dress it up.

It is not the only door. Developers and data professionals can still be ranked and invited through general Comprehensive Ranking System (CRS) draws, and through the Canadian Experience Class and the Federal Skilled Worker Program, none of which are restricted to the STEM list. Our Canada immigration overview explains how the programmes fit together.

One temporary route is worth knowing. Canada’s Global Skills Strategy is a federal work-permit fast-track, separate from permanent residence. IRCC states that it aims to process eligible and complete applications within 2 weeks. That is a stated aim, not a promise, and it needs a Canadian employer behind you.

Ontario: one stream, any occupation, job offer first

Ontario’s “Tech Draws” branding is gone. Effective 26 June 2026, Ontario replaced its previous eight nomination streams with a single Ontario Workforce Priority stream, open to skilled foreign workers with a qualifying job offer and work experience in any National Occupational Classification (NOC) occupation.

For a job offer under TEER category 0, 1, 2 or 3, which covers most professional software and data roles, you generally need 6 months of consecutive full-time work experience in that exact job offer position within the last year. Recent Ontario graduates (3 months) and certain listed occupations (2 years cumulative within the past 5 years) have alternatives. The offer comes first; the stream follows.

Australia: on the list, then the points

Australia still names your job. The 2026 Core Skills Occupation List (CSOL), the single consolidated list introduced under the Migration Strategy reforms, includes Analyst Programmer, Developer Programmer, Software Engineer, and Software and Applications Programmers not elsewhere classified, alongside ICT management roles such as ICT Project Manager.

The Skilled Independent visa (subclass 189), Skilled Nominated visa (subclass 190) and Skilled Work Regional visa (subclass 491) are all points based. To be invited through SkillSelect you must meet or exceed the points threshold of 65. Being on the list is the ticket, not the seat.

With an Australian employer, the Skills in Demand visa (subclass 482) has a Core Skills stream. Its 2025–26 income threshold, set at 1 July 2025 and indexed annually in line with wage growth, is AUD 76,515. Our Australia page covers the wider programme.

New Zealand: Green List Tier 1 or the six-point pathway

The Green List has two tiers, and Tier 1 jobs allow you to apply for a Straight to Residence Visa. The ICT, Electronics and Telecommunications cluster on Tier 1 includes Analyst Programmer, Developer Programmer, Software Engineer, Software Tester, Database Administrator, ICT Security Specialist, Systems Administrator and Multimedia Specialist.

If your role is not on the Green List, the Skilled Migrant Category (SMC) Resident Visa points-based pathway needs 6 points, claimed from your qualification, your income, or occupational registration. A job paying 3 times the SMC wage threshold, currently NZD 105.00 an hour, or more earns the full 6 points on income alone.

United Kingdom: the going rate is the number that matters

For the Skilled Worker visa, the Immigration Rules Appendix Skilled Occupations sets a going rate for each occupation code. SOC code 2134, Programmers and software development professionals, carries a 2025 going rate of £54,700 a year (£28.05 an hour). SOC code 2133, IT business analysts, architects and systems designers, carries £54,900 a year (£28.15 an hour). Both sit above the general minimum salary threshold of £41,700, and the higher figure applies. Our UK Skilled Worker visa guide sets out the rest of the route.

Germany and the Netherlands: experience and salary, not only degrees

Germany

The EU Blue Card has a special version for IT specialists without a formal university degree or vocational qualification. You can qualify for this lower minimum-salary version with at least three years of work experience at graduate level, a concrete job offer at graduate level in the IT sector, and approval from the Federal Employment Agency.

To look for work first, the Opportunity Card (Chancenkarte) job-search visa uses a points system with a minimum of 6 points, drawn from qualifications, language skills, professional experience, age and connection to Germany. It is a route to search for work, not a work visa. Our Germany immigration page covers both routes.

Netherlands

The Highly Skilled Migrant (kennismigrant) scheme is salary-driven. The IND’s 2026 gross minimum monthly salary, excluding the 8% holiday allowance, is €5,942 for migrants aged 30 and over, €4,357 for those younger than 30, and a reduced criterion of €3,122 for those who qualify for it. The same €5,942 applies to the EU Blue Card in the Netherlands. A recognised sponsor, your employer, applies for one combined document covering work and residence, and the IND states it usually processes these applications within a couple of weeks. That is a stated expectation, not a promise.

Side by side: six countries, one table

Country

Route as stated

Key condition as stated

Canada

Express Entry general draws, Canadian Experience Class, Federal Skilled Worker Program

Software and data occupations not on the STEM category list; CRS ranking applies

Canada (Ontario)

Ontario Workforce Priority stream (from 26 June 2026)

Qualifying job offer in any NOC; TEER 0–3 generally 6 months’ consecutive experience in that position

Australia

Subclass 189, 190, 491 or Skills in Demand 482

Occupation on the CSOL; 65 points to be invited; 482 Core Skills threshold AUD 76,515 (2025–26)

New Zealand

Green List Tier 1 or Skilled Migrant Category

Developer, software engineer and tester roles on Tier 1; SMC requires 6 points

United Kingdom

Skilled Worker visa

Going rate £54,700 (SOC 2134) or £54,900 (SOC 2133), above the £41,700 general threshold

Germany

EU Blue Card (IT specialist version) or Opportunity Card

Three years’ IT experience at graduate level plus a graduate-level offer; Opportunity Card needs 6 points

Netherlands

Highly Skilled Migrant scheme or EU Blue Card

2026 monthly salary €5,942 (aged 30 and over), €4,357 (under 30), reduced criterion €3,122

From the UAE: what this means for you

Reference letters. A letter from a former employer in Media City or on Al Maryah Island that states your title, duties, hours and dates is worth more than a generic “to whom it may concern”. Ask for these before you resign.

Salary evidence. The UK, Netherlands and Australian employer routes are threshold-driven. Keep UAE salary certificates and bank statements in order. The number that matters is the one in the new offer, not your current package.

Document readiness. Degree certificates and other documents may need attestation or verification depending on the route. Attestation queues and embassy appointments in Dubai and Abu Dhabi take time, so start early and keep certified copies.

Pick the route before the country. The same résumé can be strong for the Netherlands and weak for Canada, or the reverse. The most common mistake we see is choosing a country first and bending the profile to fit. Our skilled talent visas page compares the options.

Frequently asked questions

Is a software developer still eligible for Canada’s Express Entry?

Yes. Software and data occupations are off the STEM category list, but you can still be invited in general CRS draws and through the Canadian Experience Class and the Federal Skilled Worker Program.

I have no degree but years of coding experience. Which country fits?

Germany’s EU Blue Card has a version for IT specialists without a formal degree, requiring at least three years of relevant experience at graduate level, a graduate-level IT job offer and Federal Employment Agency approval. Other routes vary, so start with an assessment.

Does being on Australia’s Core Skills Occupation List mean I will be invited?

No. The list makes your occupation eligible. The subclass 189, 190 and 491 visas are points based, and you must meet or exceed 65 points to be invited.

What to do next

Start with a free eligibility assessment, call us on 04 357 7796, or book a 20-minute review with one of our consultants in Dubai or Abu Dhabi through our contact page.
