Portugal changed the rules in October 2023, and the property route they describe is no longer on the official list. What remains is still a real set of pathways, and for many UAE residents the passive-income D7 and remote-work D8 fit their lives better. The D7 and D8 are national visas that lead to a temporary residence permit. Each route is explained below.<\/p>\n<h2>D7: the passive-income route<\/h2>\n<p>Portugal&#8217;s consular guidance lists the D7 as the visa for retirees, religious personnel and people who live on regular passive income. From our Dubai and Abu Dhabi offices, this is the route for the reader who has spent years in the Gulf, owns a rented apartment back home or holds a pension, and now wants to stop working or work far less.<\/p>\n<p>The income test is not a mystery. The Ministry of Foreign Affairs bases means of subsistence for national visas on the national minimum monthly salary. In 2026 that figure is \u20ac920, set by PCM Regulatory Decree n.\u00ba 139\/2025 of 29 December, assessed net of any social security deductions. For families the reference scales: the full amount for the first adult, 50% for a second adult, and 30% for each dependent child or minor.<\/p>\n<p>The official page does not say the income must be enormous. It says the income must be regular and passive. That is why the D7 conversation we have most often in Dubai is not about how much a client earns but about how cleanly they can show where the money comes from and that it will keep coming. Our <a href=\"https:\/\/cosmosimmigration.com\/portugal-d7-visa\">Portugal D7 visa page<\/a> goes into this in more detail.<\/p>\n<h2>D8: the remote-work route<\/h2>\n<p>The D8 is Portugal&#8217;s answer to the professional who works for a company or clients outside Portugal and wants to do that work from Porto instead of Dubai Marina. The Ministry of Foreign Affairs places it in the temporary-stay category for remote professional activity.<\/p>\n<p>The income test is higher than the D7&#8217;s and it is tied to active work. Applicants working as employees or independently must prove average monthly income over the last three months of at least four times the national minimum monthly wage, known in Portugal as the RMMG. On the 2026 minimum wage of \u20ac920, that works out to \u20ac3,680 a month for the main applicant.<\/p>\n<p>Two things matter for a UAE reader. It is a three-month average, so one strong month will not carry an application. And it must be professional income from employed or independent work; rental income from a flat back home does not count here, that is D7 territory.<\/p>\n<h2>The golden visa after the 2023 law<\/h2>\n<p>This is the section that corrects the most brochures. The ARI regime has existed since 8 October 2012 and lets non-EU nationals obtain a temporary residence permit for an investment activity, while being exempt from the residence visa normally needed to enter Portugal.<\/p>\n<p>Lei n.\u00ba 56\/2023 of 6 October, the housing law known as Mais Habita\u00e7\u00e3o, altered the ARI regime. AIMA, the agency that took over from SEF and now administers the golden visa, cites this law as the instrument that reshaped the routes. The practical result is visible on AIMA&#8217;s own page: the current list of qualifying routes does not include real estate purchase at all.<\/p>\n<h3>The five routes AIMA currently lists<\/h3>\n<ul>\n<li><strong>Job creation.<\/strong> Creating at least 10 jobs in Portugal. No minimum capital figure is attached; the route is measured in jobs.<\/li>\n<li><strong>Scientific research.<\/strong> A capital transfer of at least \u20ac500,000 applied to research activity carried out by public or private research institutions integrated into the national scientific and technological system.<\/li>\n<li><strong>Cultural heritage and artistic production.<\/strong> A capital transfer of at least \u20ac250,000 to support artistic production or the recovery and maintenance of national cultural heritage, channelled through specified public or public-interest cultural entities. This is the lowest threshold on the list.<\/li>\n<li><strong>Non-real-estate investment funds.<\/strong> A capital transfer of at least \u20ac500,000 to acquire units in collective investment undertakings constituted under Portuguese law, with a maturity of at least five years at the time of investment and at least 60% of the investment placed in commercial companies headquartered in Portugal. AIMA explicitly labels this route as non-real-estate.<\/li>\n<li><strong>Company formation or capitalisation.<\/strong> A capital transfer of at least \u20ac500,000 to incorporate a Portuguese company while creating five permanent jobs, or to recapitalise an existing Portuguese company while creating at least five permanent jobs, or maintaining at least ten jobs, five of them permanent, for a minimum of three years.<\/li>\n<\/ul>\n<p>The presence rule is the route&#8217;s main lifestyle difference from the D7 and D8. ARI holders must physically stay in Portugal for a minimum of 7 days in the first year and 14 days in each subsequent two-year period. For a UAE resident who wants to keep a Dubai job while holding European residence, that is the feature they are really paying for. A fund marketed as &#8220;golden visa eligible&#8221; but holding property is not on the list.<\/p>\n<h2>What happens after the visa: the residence permit<\/h2>\n<p>The D7 and D8 are entry visas. The document you actually live on is the temporary residence permit issued in Portugal afterwards. Under the general rule in Article 77 of the Portuguese residence regime, a temporary residence permit is valid for two years from the date of issue and is renewable for successive three-year periods. A Portugal plan is therefore a multi-year plan, and the file needs to be maintained through each renewal.<\/p>\n<h2>From the UAE: what this means for you<\/h2>\n<p>Almost every Portugal file we prepare in Dubai or Abu Dhabi turns on income evidence, and the shape of that evidence depends on the route.<\/p>\n<p><strong>If you are looking at the D7,<\/strong> your job is to show regular passive income against the \u20ac920 monthly reference for 2026, scaled for your family. In our experience the sources are usually a pension, rental income from property in your home country, or dividends. Gather the paper trail early: tenancy agreements, bank statements showing the rent landing, pension letters. Income that arrives in cash and never touches a bank account is very hard to evidence.<\/p>\n<p><strong>If you are looking at the D8,<\/strong> the three-month average matters, so check your UAE salary transfers or invoices for the last three months first. If your income sits close to the four-times-minimum-wage line, build a cleaner average over a few more months rather than file on a marginal number. A remote-work arrangement with a UAE employer should be documented as remote work with your HR department before you apply.<\/p>\n<p><strong>If you are looking at the ARI,<\/strong> the first question is not &#8220;which fund&#8221; but &#8220;which of the five routes&#8221;. The \u20ac250,000 cultural route has the lowest capital threshold; the \u20ac500,000 routes each carry their own conditions on maturity, company headquarters or job counts. Plan your UAE tenancy and school years around that, not the visa date.
