So we read the whole statement and its Explanatory Memorandum. Here is what it changes for Skilled Worker applicants, what it leaves alone, and the exact date each piece starts.<\/p>\n<div class=\"cosmos-glance\">\n<h3>At a glance<\/h3>\n<ul>\n<li>HC 584 was published and laid before Parliament on 3 September 2026. As at September 2026 it is not yet in force.<\/li>\n<li>Most provisions take effect on 8 October 2026. A few start later, on 29 October, 30 November and 9 December 2026.<\/li>\n<li>The only change to Appendix Skilled Worker protects workers formally identified as victims of modern slavery.<\/li>\n<li>The general salary threshold of \u00a341,700 a year (or the going rate, whichever is higher) and the RQF level 6 skill threshold are unchanged.<\/li>\n<li>An application made before a commencement date is decided under the rules in force the day before.<\/li>\n<\/ul>\n<\/div>\n<h2>What HC 584 is, and where it stands today<\/h2>\n<p>A Statement of Changes is the instrument the Home Office uses to amend the Immigration Rules. HC 584 is the one published on 3 September 2026. Think of it as a building notice pinned to a gate: the work is announced and dated, but the wall is still standing on the day you read it.<\/p>\n<p>The statement sets the main date plainly: &#8220;The following paragraphs shall take effect on 8 October 2026.&#8221; The Explanatory Memorandum then lists the exceptions. Changes to Appendix T2 Minister of Religion and Appendix Temporary Work \u2013 Religious Worker &#8220;will come into effect on 29 October 2026&#8221;. The annual uplift to the Student route maintenance requirement starts on 30 November 2026. One EU Settlement Scheme change, removing biometric residence permits as proof of identity and nationality, starts on 9 December 2026.<\/p>\n<p>So as at September 2026, none of it has started. The <a href=\"https:\/\/cosmosimmigration.com\/uk\">UK routes we work on<\/a> are still governed by the rules as they stood before HC 584.<\/p>\n<h2>What actually changes for Skilled Worker applicants<\/h2>\n<p>The honest answer is: very little, and nothing that touches a typical applicant from Dubai or Abu Dhabi.<\/p>\n<p>HC 584 makes one amendment to Appendix Skilled Worker. The Explanatory Memorandum says: &#8220;These changes lift that restriction for Skilled Workers who are identified by the Home Office Competent Authorities as victims of modern slavery, allowing them to work for any employer for the remaining duration of their existing permission.&#8221; It is a protective change for people already in the UK who have been exploited by their sponsor, and it applies from the general commencement date of 8 October 2026.<\/p>\n<h3>What does not change<\/h3>\n<p>The two numbers people ask us about every week are untouched. On salary, GOV.UK still says, as at 13 September 2026: &#8220;You&#8217;ll usually need to be paid the &#8216;standard&#8217; salary rate of at least \u00a341,700 per year, or the &#8216;going rate&#8217; for your job, whichever is higher.&#8221; On skill level, the caseworker guidance records that &#8220;On 22 July 2025, the skill threshold increased to Regulated Qualifications Framework (RQF) level 6, with exceptions for certain shortage occupations and workers already in the route.&#8221; HC 584 does not amend either.<\/p>\n<p>Our <a href=\"https:\/\/cosmosimmigration.com\/uk-skilled-worker-visa\">Skilled Worker visa page<\/a> walks through the route, and the <a href=\"https:\/\/cosmosimmigration.com\/points-calculator-uk\">UK points calculator<\/a> lets you see where you stand before you speak to us.<\/p>\n<h2>The suitability change that applies to every route<\/h2>\n<p>One change sits outside Appendix Skilled Worker but can still matter to a UAE applicant. HC 584 amends Part Suitability, paragraph SU11.4. In the memorandum&#8217;s words: &#8220;This change to SU11.4 will confirm that an applicant will additionally be classed as having been in breach of immigration laws if they previously acted to frustrate immigration controls.&#8221;<\/p>\n<p>This applies to applicants both inside and outside the UK, and the memorandum names people who failed to report for immigration bail or absconded. If you have any earlier UK immigration history, even from years ago, tell us at the assessment stage. The RQF level 2 exception is restricted to Erasmus+ participants and does nothing to the RQF level 6 threshold for Skilled Workers. And the new pound figure for the Student maintenance requirement is not stated in the memorandum, so we are not quoting one; it only says the change matches &#8220;the maintenance loans available for home students for the 2026\/2027 academic year&#8221;.<\/p>\n<h2>In force now versus starting later<\/h2>\n<p><strong>In force now, as at September 2026:<\/strong> the Immigration Rules as they stood before HC 584. For a Skilled Worker applicant that means the \u00a341,700 standard salary rate or the going rate, whichever is higher, and the RQF level 6 skill threshold that has applied since 22 July 2025.<\/p>\n<p><strong>Starting later:<\/strong> everything in the table above, on the date shown against it.<\/p>\n<p>The statement also contains a transitional rule for people caught in between. For applications for entry clearance, an Electronic Travel Authorisation, permission to enter or stay, a claim, or an administrative review made before 8 October 2026, &#8220;such applications will be decided in accordance with the Immigration Rules in force on 7 October 2026&#8221;. Equivalent wording applies to the 29 October and 30 November dates. The 9 December 2026 EU Settlement Scheme change carries no such transitional wording in the statement. In plain terms, for most of HC 584 the rules are fixed on the day you apply, not the day a decision is made.<\/p>\n<h2>From the UAE: what this means for you<\/h2>\n<p>We see the same pattern every week in our Dubai and Abu Dhabi offices: a job offer arrives, a rules headline follows, and the applicant freezes. HC 584 is not a reason to freeze.<\/p>\n<p><strong>Your documents.<\/strong> Nothing in HC 584 changes the pack a Skilled Worker applicant from the UAE assembles. The folder you have been building, with your passport, your UK sponsor&#8217;s paperwork, evidence of the salary offered against the \u00a341,700 or going-rate test, and those reference letters you are still chasing from a former employer in Abu Dhabi, is the same folder on 7 October as on 8 October.<\/p>\n<p><strong>Timing your application.<\/strong> Because the only Skilled Worker change is the modern slavery protection, there is no rules-driven reason to rush before 8 October 2026 or to wait until after it. An application made before 8 October is decided under the rules in force on 7 October; one made after meets the amended rules. We do not predict processing times or outcomes, and HC 584 says nothing about either.<\/p>\n<p><strong>Your history.<\/strong> The SU11.4 change is the one line in HC 584 that could touch a UAE applicant with an earlier UK visa story. As at 13 September 2026, GOV.UK states the standard rate as at least \u00a341,700 per year, or the going rate for the job, whichever is higher.<\/p>\n<h3>I plan to apply in October 2026. Which rules will apply to me?<\/h3>\n<p>It depends on the date your application is made. Before 8 October 2026, it is decided under the rules in force on 7 October 2026. On or after 8 October, it meets the rules as amended by HC 584.<\/p>\n<h3>Does HC 584 change the RQF level 6 skill requirement?<\/h3>\n<p>No. The RQF level 6 threshold introduced on 22 July 2025 is unchanged.
