It was also eight months old, and by the time her Express Entry invitation arrived, IRCC no longer treated it as current. In reality, a UAE-based applicant usually needs one certificate from the UAE and at least one more from wherever else they&#8217;ve lived for six months or longer since turning 18 \u2014 each from a different authority, on a different clock.<\/p>\n<div class=\"cosmos-glance\">\n<h3>At a glance<\/h3>\n<ul>\n<li>IRCC asks for a police certificate for any country or territory where you lived 6 or more consecutive months in a row since age 18 \u2014 not for time before 18, and not for time in Canada, though an officer can still ask about that separately.<\/li>\n<li>Your current country of residence&#8217;s certificate must be issued no more than 6 months before you submit your application; certificates for other countries must be dated after the last time you lived there 6+ months.<\/li>\n<li>Once invited to apply through Express Entry, you have 60 days to submit your police certificates with the rest of your application.<\/li>\n<li>Certificates must be uploaded as colour scans of the originals \u2014 certified true copies or unauthorized copies are not accepted and can get the application rejected.<\/li>\n<li>In the UAE, one certificate from any single emirate covers you \u2014 you do not need one from every emirate you&#8217;ve lived in.<\/li>\n<\/ul>\n<\/div>\n<h2>The IRCC rule: who needs a certificate, and by when<\/h2>\n<p>IRCC&#8217;s Express Entry guidance is direct: police certificates are a required part of every permanent residence application. Its system asks for a certificate for any country or territory where you stayed six or more consecutive months in a row since you turned 18 \u2014 not for time before 18, or in Canada, though an officer may still ask for a Canadian certificate later. The certificate for your current country of residence must be dated no more than six months before you submit; certificates for other countries must be dated after the last time you lived there six months or more. IRCC can also request updated documents at any point during processing.<\/p>\n<p>Once invited to apply through Express Entry, you have 60 days to submit your certificates with the rest of your application. Every certificate must be a colour scan of the original \u2014 certified true copies or unauthorized copies are rejected. If a certificate isn&#8217;t in English or French, send the original with a certified translation. If a country will only issue one once IRCC requests it, upload a note saying so in your checklist; IRCC will review your file and send instructions.<\/p>\n<h2>Your UAE police clearance certificate<\/h2>\n<p>In the UAE, this document is the Police Clearance Certificate, also called the Good Conduct Certificate, issued by police departments across the country to residents and former residents alike. If you&#8217;re still a UAE resident, apply online through the Ministry of Interior (MOI) website or app, or in person at an MOI service centre; in Dubai you can also use the Dubai Police website\/app, Smart Police Stations or drive-through centres. You&#8217;ll need a valid Emirates ID, a letter stating you have no pending convictions, a recent passport photo, and a copy of your passport.<\/p>\n<p>If you&#8217;ve already left the UAE, get a fingerprint card from your current country of residence, have it attested by the UAE Embassy there, and submit it online to the MOI or Dubai Police, with two passport photos, a copy of your passport, your last UAE visa, and the reason for your application.<\/p>\n<p>You only need one certificate, from any single emirate \u2014 IRCC lists contacts for police departments in Abu Dhabi, Dubai, Fujairah, Ras Al Khaimah, Sharjah and Umm Al Quwain, and any one will do. It can be issued in Arabic or English; fees vary by language, nationality and place of residence, and aren&#8217;t published as one fixed figure. The UAE is on India&#8217;s ECR (Emigration Check Required) list, which affects the documents needed when the certificate is for employment here. As an Indian national in the UAE, apply at your nearest Indian Mission or Consulate; it forwards your application to the Passport Issuing Authority (PIA) and issues the PCC once it receives a status report. If you&#8217;d rather apply in India itself, go to a Passport Seva Kendra (PSK) or Mini-PSK \u2014 a clear Police Verification Report means same-day issuance; if verification was never completed, you&#8217;re notified by email or letter once that process finishes.<\/p>\n<h2>If you&#8217;ve lived in Pakistan<\/h2>\n<p>Pakistan&#8217;s equivalent is the Police Character Certificate, sometimes called a Police Clearance Certificate. Procedures differ by province \u2014 in-person processing at a Senior Superintendent of Police office is only available in Khyber Pakhtunkhwa. As a Pakistani citizen in the UAE, apply through your nearest Pakistani Embassy or Consulate, or have a relative in Pakistan apply for you; the Canadian High Commission in Islamabad cannot help with a Pakistani certificate. Citizens with permanent residence in Punjab, Balochistan, Islamabad Capital Territory, Gilgit-Baltistan or Azad Jammu &#038; Kashmir can apply in person at a mission abroad through an online portal linking it to the relevant provincial police \u2014 bring your original CNIC and passport, and it&#8217;s normally issued within about two weeks, with the mission&#8217;s own processing free of charge. This facility wasn&#8217;t yet available for Khyber Pakhtunkhwa or Sindh residents as of our research. A Punjab-issued certificate is valid for 180 days from issuance. The Consulate General of Pakistan in Dubai provides a downloadable application form for Pakistani nationals in the UAE.<\/p>\n<h2>If you&#8217;ve lived in the Philippines<\/h2>\n<p>The Philippines&#8217; equivalent is the National Bureau of Investigation (NBI) Multi-purpose Clearance Certificate, issued in English so no translation is needed. It&#8217;s normally picked up in person, unless you&#8217;re residing outside the Philippines, in which case it&#8217;s mailed to you. To apply from the UAE: get Application Form No. 5 (free, with the consulate&#8217;s seal), get fingerprinted at the Embassy\/Consulate or nearest police station, and attach a 2&#215;2 photo and a photocopy of your passport&#8217;s biodata page. Then mail the form to the NBI&#8217;s Mailed Clearance Section in Manila with PHP 200 (a PHP 130 clearance fee plus PHP 70 mailing cost) or its US-dollar equivalent \u2014 or register online at clearance.nbi.gov.ph, pay through an approved channel, and bring the payment reference to the NBI in person. Processing from abroad takes a maximum of five working days from the NBI&#8217;s receipt of your documents. Only clearances issued from 2014 onward can be renewed by mail or representative \u2014 older ones need a fresh application.<\/p>\n<h2>From the UAE: what this means for you<\/h2>\n<p>The practical challenge for most of our clients isn&#8217;t any single certificate \u2014 it&#8217;s the stacking. You may be gathering a UAE certificate, plus an India, Pakistan or Philippines certificate through a mission process on its own timeline, all inside the same 60-day Express Entry window once your invitation lands. Starting early, before the invitation arrives, keeps that window from feeling tight.<\/p>\n<p>Two details catch people out. A certificate for your current country of residence must be dated within six months of submission, so getting it too early can mean it expires before you&#8217;re ready to apply.
