The honest answer is that it can \u2014 but teaching is one of the few professions where earning immigration points and earning permission to teach are two separate processes, run by two separate authorities. That&#8217;s the confusion we untangle most often in our Dubai office.<\/p>\n<div class=\"cosmos-glance\">\n<h3>At a glance<\/h3>\n<ul>\n<li>Five occupations cover the field under Canada&#8217;s NOC system: secondary teachers (41220), elementary\/kindergarten teachers (41221), early childhood educators and assistants (42202), instructors of persons with disabilities (42203), and school teacher assistants (43100) \u2014 all TEER 0\u20133 and eligible in principle for Express Entry.<\/li>\n<li>IRCC runs a dedicated &#8220;education occupations category&#8221; under Express Entry category-based selection, renewed for 2026, now requiring at least 1 year of qualifying work experience (up from 6 months).<\/li>\n<li>Earning Express Entry education points through a credential assessment is not the same as being licensed to teach \u2014 provincial regulators run their own, separate certification process.<\/li>\n<li>Saskatchewan&#8217;s SINP excludes classroom teachers (NOC 41220 and 41221) from its Occupation In-Demand and Express Entry sub-categories; early childhood educators (42202) are not on that exclusion list.<\/li>\n<li>From the UAE, you&#8217;ll need a police certificate covering your time here, and you can complete Canada&#8217;s biometrics requirement at Visa Application Centres in either Dubai or Abu Dhabi.<\/li>\n<\/ul>\n<\/div>\n<h2>The five NOCs that open Canada&#8217;s federal door<\/h2>\n<p>Canada sorts occupations by TEER level \u2014 Training, Education, Experience and Responsibilities \u2014 and Express Entry is generally open to TEER 0 through 3. Teaching and early-years work span that whole range, from a university-trained secondary teacher to a school assistant qualified through on-the-job training. In February 2026, IRCC confirmed the categories for the year: education occupations was one of five renewed from 2025 (alongside French-language proficiency, healthcare and social services, STEM, and trade occupations), while agriculture and agri-food was dropped. Five new categories were also added, including transport occupations and skilled military recruits.<\/p>\n<p>The education category still covers exactly the five NOCs above. What changed for 2026 is the minimum qualifying work experience: it rose from 6 months to 1 year, gained in Canada or abroad within the previous three years. IRCC does not publish a fixed CRS cut-off in advance \u2014 each invitation round sets its own number, so we&#8217;d point you to <a href=\"https:\/\/cosmosimmigration.com\/canada-skilled-migration-visa\" rel=\"noopener\">Canada&#8217;s skilled migration routes<\/a> for the current shape of the programme rather than quote a figure that changes round to round.<\/p>\n<h2>Points on paper vs. permission to teach: two different processes<\/h2>\n<p>This is where we see the most avoidable mistakes. For Express Entry education points, IRCC accepts assessments from a short list of designated bodies \u2014 Comparative Education Service (University of Toronto), the International Credential Assessment Service of Canada, World Education Services (WES), IQAS, and ICES (BCIT). No profession-specific ECA body exists for teachers or ECEs, so this general assessment feeds your Comprehensive Ranking System score.<\/p>\n<p>It does not, on its own, let you stand in front of a Canadian classroom. Each province regulates who can teach K-12 and runs its own credential review, separate from your Express Entry ECA. Ontario&#8217;s regulator reviews your file directly; BC uses a dedicated organisation, Pathways to Teach Canada, not WES. Confirm which body governs your target province before assuming immigration paperwork is enough \u2014 see our <a href=\"https:\/\/cosmosimmigration.com\/verify-credentials\" rel=\"noopener\">credential verification guidance<\/a> for where to start.<\/p>\n<h2>How the provinces certify international teachers<\/h2>\n<h3>Ontario<\/h3>\n<p>The Ontario College of Teachers (OCT) regulates K-12 teachers and welcomes applications from internationally educated teachers. In general, you&#8217;ll need a minimum three-year postsecondary degree from an acceptable institution, a completed four-semester (or equivalent) teacher education program, a paid application to the College, and completion of the Sexual Abuse Prevention Program before certification. Requirements vary by teaching category; OCT also publishes country-specific guidance and runs free information sessions for internationally educated teachers before you apply.<\/p>\n<h3>British Columbia<\/h3>\n<p>Teaching in BC&#8217;s public and independent schools requires a certificate from the Teacher Regulation Branch. If your teacher education happened outside Canada, BC may require Pathways to Teach Canada \u2014 not WES \u2014 to assess your credentials, at your own cost. BC advises applying before leaving your current country, since document processing takes time. Its &#8220;Career Paths for Skilled Immigrants&#8221; programme also supports regulated professions like teaching, and applicants must demonstrate English or French proficiency under the BC Teachers&#8217; Council&#8217;s standards, unless already exempted.<\/p>\n<h3>Alberta<\/h3>\n<p>Alberta requires at least four years of university education, including a recognised degree and an approved pre-service teacher preparation program \u2014 employment-based training isn&#8217;t recognised. Applicants submit identity documents, a Criminal Record Check and Vulnerable Sector Check, plus language proficiency evidence where required. From 1 June 2026, Alberta introduced an expedited Conditional Teacher Certificate: qualified international teachers can work K-12 while completing remaining requirements, applied for online through the Teacher Workforce Information System (TWINS), and school authorities can hire under it from the 2026\/27 school year.<\/p>\n<h2>Provincial nominee programs: read the fine print<\/h2>\n<p>Several provinces also run their own nominee streams, and teaching occupations don&#8217;t sit evenly across them. Saskatchewan is the one to watch: its SINP Excluded Occupation List (updated May 2024) removes secondary teachers (41220) and elementary\/kindergarten teachers (41221) from the Occupations In-Demand and Express Entry sub-categories \u2014 the only route left for those two NOCs is employer-sponsored, through International Skilled Worker: Employment Offer or Saskatchewan Work Experience. Early childhood educators (42202) aren&#8217;t on that exclusion list and remain potentially eligible for OID\/EE, subject to SINP&#8217;s general bar of at least one year of full-time paid skilled work in the last 10 years, in a TEER 0-3 in-demand occupation.<\/p>\n<p>Manitoba is worth knowing too: its Provincial Nominee Program publishes an In-Demand Occupations List, and past Expression of Interest draw records show Manitoba has specifically targeted these teaching and ECE NOCs \u2014 41220, 41221, 42202 and 43100 \u2014 through its Skilled Worker Stream. We won&#8217;t quote exact point thresholds or draw numbers here, since they move between draws; check Manitoba&#8217;s own EOI archive for the current picture before you plan around it.<\/p>\n<h2>Language, twice<\/h2>\n<p>For the Federal Skilled Worker Program, you need CLB 7 in all four abilities \u2014 speaking, listening, reading, writing \u2014 in English or French, with a test result less than two years old. IELTS and CELPIP are both accepted, via IRCC&#8217;s published band-score conversion tables. That&#8217;s your immigration-points test. If your target province also requires language proficiency for teacher certification \u2014 Alberta and BC both do \u2014 that&#8217;s a separate requirement, not automatically satisfied by your Express Entry result, though the same test may sometimes cover both if it meets each body&#8217;s score threshold.<\/p>\n<h2>From the UAE: what this means for you<\/h2>\n<p>Every Canada applicant aged 18 or over needs a police certificate for each country where they lived six or more consecutive months since turning 18 \u2014 that includes the UAE. IRCC&#8217;s guidance points you to the relevant national police agency or your country&#8217;s embassy\/consulate, with a certified translation if the certificate isn&#8217;t in English or French. For biometrics, Canada operates Visa Application Centres in both Abu Dhabi and Dubai, so a trip abroad isn&#8217;t required.<\/p>\n<p>If your goal is a specific province, take BC&#8217;s own advice seriously: certification document processing takes time, so apply while you&#8217;re still in your current country rather than after landing. Building that timeline into your plan from Dubai or Abu Dhabi, rather than treating certification as an after-arrival task, saves the kind of delay we see trip people up most.<\/p>\n<h2>Frequently asked questions<\/h2>\n<h3>If I already have a WES assessment, am I qualified to teach in Canada?<\/h3>\n<p>No. A WES (or IQAS, CES, ICAS, ICES) assessment feeds your Express Entry education points \u2014 it is not a teaching licence. You still need to go through your target province&#8217;s own regulator, such as Ontario&#8217;s OCT or BC&#8217;s Pathways to Teach Canada process.<\/p>\n<h3>Can a secondary school teacher apply through Saskatchewan&#8217;s PNP?<\/h3>\n<p>Not through the Occupations In-Demand or Express Entry sub-categories \u2014 NOC 41220 is on SINP&#8217;s excluded occupation list. The only route in is employer-sponsored, through International Skilled Worker: Employment Offer or Saskatchewan Work Experience. Early childhood educators (NOC 42202) aren&#8217;t excluded and can be assessed under the general SINP criteria.<\/p>\n<h3>What language test result do I need?<\/h3>\n<p>For the Federal Skilled Worker Program, CLB 7 in all four abilities via IELTS or CELPIP, valid within two years of application.
