For 2026, IRCC expects to issue up to 408,000 study permits \u2014 155,000 to newly arriving students and 253,000 as extensions \u2014 7% below 2025&#8217;s target of 437,000, and 16% below 2024&#8217;s 485,000.<\/p>\n<p>Within that national total, 309,670 study permit application spaces are set aside for applicants who need a PAL\/TAL, spread across the provinces and territories. Quebec runs its own equivalent, the Certificat d&#8217;acceptation du Qu\u00e9bec.<\/p>\n<p>You get the PAL\/TAL through your school, usually after accepting your offer and paying some or all of your tuition. It&#8217;s tied to that specific school and, in most cases, must be used within the cap year it was issued \u2014 it doesn&#8217;t carry over. Changing schools after 22 January 2025 generally means applying for a new one.<\/p>\n<p>The genuinely good news for 2026: master&#8217;s and doctoral students at a public designated learning institution no longer need a PAL\/TAL as of 1 January \u2014 new for this cap year; in 2025 they still needed one, with about 12% of that year&#8217;s allocation reserved for them. A research master&#8217;s or PhD applicant at a public university skips this step; an undergraduate or diploma applicant is still competing for a shrinking slice of 309,670 spaces.<\/p>\n<h2>PGWP: the field-of-study gate mostly doesn&#8217;t apply to you<\/h2>\n<p>A lot of anxious searching online conflates the PGWP&#8217;s field-of-study rule with all Canadian study \u2014 it doesn&#8217;t work that way. There is no field-of-study requirement for PGWP eligibility if you graduate from a bachelor&#8217;s, master&#8217;s or doctoral degree program, full stop. The restriction applies only to non-degree programs: if your study permit application was submitted on or after 1 November 2024 for a non-degree program, your field of study must appear on IRCC&#8217;s eligible list, tied to occupations in long-term labour shortage.<\/p>\n<p>That list isn&#8217;t fixed. As of the July 2025 update it covered 920 fields of study by Classification of Instructional Programs (CIP) code, and it moves as Express Entry&#8217;s category priorities change \u2014 some fields were removed and re-added within weeks in 2025. If you already hold a study permit, you stay grandfathered under the list as it existed when you applied, even if your field is later dropped. Check the current CIP list before committing to a diploma or certificate programme, not after.<\/p>\n<p>Clear this gate and the PGWP allows work in Canada for up to three years after graduation. You have 180 days after your school issues your final marks to apply, and your study permit must have been valid at some point in that window.<\/p>\n<h2>The honest maths: CEC needs a year of work after you graduate, not during<\/h2>\n<p>This is the part that gets glossed over in &#8220;study your way to PR&#8221; pitches, and it&#8217;s the one we walk through most carefully in our Dubai office. The Canadian Experience Class, the main Express Entry route for former students, needs one year of skilled Canadian work experience (1,560 hours) within the previous three years, in an occupation at NOC TEER 0, 1, 2 or 3, gained with a valid work permit. There&#8217;s no education requirement and no job offer requirement for CEC itself.<\/p>\n<p>Here&#8217;s the catch: work experience gained while you were a full-time student in Canada \u2014 including co-op placements and part-time work during term \u2014 does not count toward that one-year CEC requirement. Only work gained after graduation counts, typically once you&#8217;re on a PGWP. So the clock for CEC eligibility effectively starts the day your studies end, not the day you arrive.<\/p>\n<p>Add it up honestly: your PGWP takes time to be issued within that 180-day window, then a full 12 months of qualifying work follows before you&#8217;re even CEC-eligible, and only then does the Express Entry invitation-and-processing clock start. The realistic minimum runway from graduation to being in the PR queue is 12 months or more of post-graduation work, before any Express Entry wait. Anyone budgeting &#8220;graduate, then PR within months&#8221; is planning against rules that don&#8217;t exist.<\/p>\n<h2>Where this is heading: more rationing, not less<\/h2>\n<p>Express Entry candidates are scored out of 1,200 points under the Comprehensive Ranking System, with invitations issued in rounds roughly every two weeks; cut-offs vary by round type. Recent CEC-specific rounds have generally required competitive CRS scores \u2014 check IRCC&#8217;s live &#8220;Rounds of invitations&#8221; page for the current cut-off, since it moves round to round. For 2025, IRCC set its Express Entry focus on candidates with Canadian work experience and on category-based draws tied to long-term labour shortages, which favours recent graduates who&#8217;ve completed that post-grad work year.<\/p>\n<p>A provincial nomination is the other lever. Each province and territory sets its own PNP streams \u2014 Quebec and Nunavut don&#8217;t run one \u2014 and a nomination aligned with Express Entry adds 600 CRS points, which in practice secures an invitation in the next round. Graduate-specific PNP streams do exist, but eligibility varies enough by province that it needs checking directly against that province&#8217;s own page.<\/p>\n<p>None of this is a one-off correction. IRCC has said explicitly that further reductions to the international student population are needed to bring Canada&#8217;s temporary resident share below 5% of the total population by the end of 2027. That&#8217;s a stated multi-year policy direction, not a 2024 event that eases from here \u2014 plan on 2027 and beyond looking tighter, not looser, than 2026.<\/p>\n<h2>From the UAE: what this means for you<\/h2>\n<p>Start the money conversation early. As of 1 September 2026, the published requirement is $23,448 for a single applicant (higher in Quebec), separate from first-year tuition and travel, adjusted annually against Statistics Canada&#8217;s low-income cut-off \u2014 always check IRCC&#8217;s live table close to when you apply, not last year&#8217;s figure. Bank letters need to be on letterhead and cover the full amount, and this should line up with your PAL\/TAL timeline.<\/p>\n<p>Talk to your intended school about the PAL\/TAL process the moment you accept an offer \u2014 it typically means paying some or all of your tuition up front, and the letter is tied to that specific institution and cap year. A master&#8217;s or doctoral offer at a public university skips this step for 2026, removing one point of delay.<\/p>\n<p>Plan the whole arc, not just the acceptance letter. Families in Dubai and Abu Dhabi often budget for the study permit and stop there; the honest picture is a multi-year plan covering the programme itself, then 12-plus months of qualifying post-graduation work, then an Express Entry wait that depends on rounds nobody can schedule in advance.
